Test Security  Test security involves accounting for all secure materials and confidential student information before, during and after each test administration.  Only individuals permitted to have access to these materials and information are district personnel who meet the requirements to participate in the Texas student assessment program, have been trained, and have signed the appropriate oath.  Although you may have signed an oath previously this year, please ensure you have turned in an additional signed oath at this time. Test Security  Test materials must be secured at all times in locked storage.  Scratch paper, graph paper, or reference materials on which students have written MUST be destroyed (shredded) after testing. Do NOT leave any loose, used materials in the test booklets. December 2015 EOC Coordinator Training 9

Confidentiality Requirements Maintaining the confidentiality of the student assessment program involves protecting the contents of all secure test materials, including test booklets, online assessments, student authorizations, and completed answer documents. This includes compliance with, but not limited to, the following:  All testing personnel who meet the requirements to participate in testing must undergo training and must sign the appropriate security oath affirming that they understand their obligations concerning the security and confidentiality of the state assessments before handling secure test materials or administering assessments. Confidentiality Requirements  All tests must be administered in strict accordance with the instructions contained in the test administration materials.  No person may view, reveal, or discuss the contents of a test booklet or online assessment before, during, or after a test administration unless specifically authorized to do so by the procedures outlined in the test administration materials.  If circumstances require that a test booklet be examined for any reason, you MUST call CTC FIRST. Districts are always required to obtain permission from TEA BEFORE viewing test booklet contents. December 2015 EOC Coordinator Training 12

Confidentiality Requirements  No person may duplicate, print, record, write notes about, or capture (electronically or by any other means) any portion of a secure assessment (paper or online) without prior approval from TEA. Districts may not duplicate and retain either student compositions or short answer responses.  No individuals other than students during an assessment may perform calculations, solve, or respond to test items and create rough drafts to written responses. Confidentiality Requirements  Test administrators who have permission to view secure materials in order to provide an approved accommodation must be reminded that they are viewing secure content, and that responding to test questions, recording the information they see, scoring the test, or discussing the content of the test at any time is strictly prohibited.  As a reminder of this obligation, these individuals are required to sign an additional section of the test administrator oath. Penalties for Prohibited Conduct Any person who violates, assists in the violation of, or solicits another to violate or assist in the violation of test security or confidentiality, as well as any person who fails to report such a violation, is subject to the following penalties:  Placement of restrictions on the issuance, renewal, or holding of a Texas educator certificate, either indefinitely or for a set term  Issuance of an inscribed or non-inscribed reprimand  Suspension of a Texas educator certificate for a set term  Revocation or cancellation of a Texas educator certificate December 2015 EOC Coordinator Training 15

Ensure Proper Testing Procedures  Test Administrators cannot leave the room unless a trained Test Administrator/Monitor is present.  Test Administrators must complete seating charts for each test administration, i.e. each day of testing. Seating Charts must include:  Names of students testing and students’ locations in the room  Names of all Test Administrators/Monitors involved  Starting and stopping times for the test session.  Seating Charts must be created for consolidation areas or other changes in testing locations. Ensure Proper Testing Procedures  Four hours must be allowed for test sessions (Five hours for English I and English II). Test Administrators MUST be made aware of the consequences for allowing ineligible students to test beyond the time limit:  The student’s test can NOT be scored  Testing Irregularity – Procedural Error  Late testing is permitted, as long as student is allowed the full allowable time to test. Ensure Proper Testing Procedures  Reinforcing, reviewing, checking for, and/or distributing testing strategies during an assessment is strictly prohibited.  You can NOT require students to use any particular test taking strategy. Students can use test taking strategies but you cannot require them to do so during the testing. This includes first marking answers in test booklet and then transferring them later to the answer document.  If a section is opened accidentally, re-tape it. Ensure Proper Testing Procedures  Test Administrators are not allowed to answer any question related to the content of the test itself. Test Administrators are allowed to help only with questions about the directions.  Examinees may change testing rooms as long as test security is not breached. Students can NOT transport testing materials- no test booklets or answer documents can be carried by students when changing testing locations.  Only students are allowed to erase stray marks or darken answer-choice circles, and only during the scheduled test session.  Students must remain seated during testing and must remain silent during the test administration, even if only one student is testing. Ensure Proper Testing Procedures  Students are not allowed to work on a previous section of the test or a section that has not yet been administered.  Test Administrators must alert students periodically of the time remaining in the test session.  Students who have not completed their tests within the allotted time limit must submit what they have completed.  Testing personnel must regularly remind students to record their responses on their answer document. Test administrators may say “Remember that you must record your responses on the answer document.” December 2015 EOC Coordinator Training 21

Ensure Proper Testing Procedures  Brief breaks in the testing room are allowed at the discretion of the Test Administrator.  During breaks students must not discuss the content of the test. Test booklets must be closed with answer documents inside. Online tests must be exited.  Reminder of the Time Limit Policy:  The following types of breaks “stop the clock”:  Medical breaks required by a student  Emergency which affects students’ abilities to continue testing  Lunch  Traveling from one testing location to another December 2015 EOC Coordinator Training 22

Ensure Proper Testing Procedures The following breaks are part of the four hours:  Restroom break  Snack break  Stretch break  Any other break  If test materials were collected during a break, when testing resumes the Test Administrator must require students to confirm that the Test Administrator is returning the correct materials to each student  Refer to the “STAAR Time Limits Policies and Procedures”. Ensure Proper Testing Procedures  Test Administrators must actively monitor the testing room while students are testing.  Test Administrators must confirm that students are working only on the subject-area assessment being administered that day.  Testing personnel must confirm that students have access ONLY to allowable materials. December 2015 EOC Coordinator Training 26 Test Administration Procedures - Active Monitoring  Active monitoring means the Test Administrator is actively engaged in monitoring the test. They are moving around the room, pausing in various places, confirming that no student has any unauthorized materials at their testing location, confirming the students are on the correct section and/or have the appropriate materials for that section, making sure the students are awake and alert, and have no telecommunication devices with them or available to them. 26

December 2015 EOC Coordinator Training 27 Test Administration Procedures - Active Monitoring  Active monitoring requires that the Test Administrator check to make sure the student has gridded the responses on the answer document. If the student has not done so, the Test Administrator must say, “You have not recorded all of your responses on the answer document. Please do so now.” The testing materials should then be returned so that the student may records his/her answers. Students will NOT be allowed to record answers on the answer document after the time period ends.  If anyone involved in testing notices an “appearance of impropriety” or suspects that testing procedures or test security has been violated in ANY way, the individual MUST report that IMMEDIATELY to a Campus Coordinator. 27

Cell Phone and Other Electronic Devices  Campus testing coordinators will establish procedures at the campus to collect cell phones and other electronic devices including but not limited to watches with Internet or photographic capabilities not authorized for use during testing. Procedures include the following: a.The devices will be collected prior to the start of testing. b.Campuses will establish a method for keeping the collected devices secure. c.Electronic devices collected from students will be turned off during testing. d.The devices will be returned to students after testing. Cell Phone and Other Electronic Devices 2.If a student fails o submit an electronic device and he device is discovered during or after testing, the Test Administrator will do the following: a.Secure the phone b.Contact the Campus Testing Coordinator immediately 3.Staff members serving as Test Administrators and any staff member who enters a testing room will turn off their phones and electronic devices during testing. 4.Staff members serving as hall monitors, restroom monitors or fulfilling another duty outside of the testing rooms will turn off their phones and electronic devices during testing. Cell Phone and Other Electronic Devices 5.Technicians will need to obtain permission from their Campus Testing Coordinator to use a cell phone in testing area in situations where cell phone use is needed to facilitate the resolution of technical problems during online testing. 6.Campus testing coordinators in testing areas may keep their cell phones on vibrate to facilitate communication with the District Testing Coordinator. a.Cell phones will only be used to communicate with the DTC in the event of an emergency, no texting or any other use of the cell phone will be allowed. Attendance Procedures for High School STAAR EOC 1.The CTC will create attendance sheets using the form approved by the District for the purpose of recording attendance during the days of testing. 2.The CTC will provide each TA with an attendance sheet for their class. 3.The CTC will direct the TA’s to record attendance on their attendance sheets during the 1 st 30 minutes of testing. Attendance Procedures for High School STAAR EOC 4.The CTC will collect the attendance sheets after 30 minutes of testing and deliver the attendance sheets to the attendance clerk for the purpose of recording absences on PEIMS. 5.The attendance clerk will enter the absences in Sungard before the end of the school day and sign the attendance sheets indicating the date and time when the absences were entered into Sungard. Attendance Procedures for High School STAAR EOC 6.The attendance clerk will return copies of the signed attendance sheets to the CTC for review. 7.The CTC will verify that the attendance sheets were completed correctly and that the information was entered accurately into Sungard. 8.The CTC will provide the District Testing Coordinator with copies of daily attendance sheets as part of the testing documentation. Attendance Procedures for High School STAAR EOC 9.The DTC will conduct an audit of the attendance records to determine whether the information on Sungard matches the information on the attendance sheets. 10.The DTC will report the findings of the audit to the campus Principal and the Superintendent.
