CV-SALTS TAC March , Strategic Salt Accumulation Land and Transportation Study (SSALTS) Task 1.3 Draft TM Roger Reynolds –Summers Engineering Richard Meyerhoff – CDM Smith Tom Quasebarth - CDM Smith

SSALTS Objectives – Identify a range of viable alternatives for salt disposal for consideration during development of the Salt and Nutrient Management Plan (SNMP) – Provide information to help guide discussions regarding: Establishment of regional salt management policies and Need for changes to the existing Basin Plan to facilitate salt disposal in a manner that is most beneficial to the Central Valley SSALTS Task 1.3 TAC Presentation March 27, of 20

SSALTS Phases – Phase 1, Characterize Existing Salt Accumulation Study Areas Literature review and identify Representative Study Areas (Task ) Characterize study areas to establish baseline information (Task 1.3) Screening Level Analysis of Long-term sustainability (Task 1.4) – Phase 2, Develop Potential Long-term Salt Management Strategies In-Valley alternatives Out-of-Valley alternatives, and Hybrid alternatives – Phase 3, Evaluate Potential Salt Disposal Implementation Alternatives Develop and apply feasibility criteria (e.g., regulatory, institutional, economic, technological, etc.) Identify and prioritize acceptable salt disposal alternatives for potential incorporation into Central Valley SNMP SSALTS Task 1.3 TAC Presentation March 27, of 20

Study Area Characterization (Task 1.3) – Attributes Physical, Land cover, Institutional, economic or regulatory – Sources of Salt – Salt Accumulation Capacity Existing approaches for evaluating capacity Additional opportunities to evaluate capacity (TAC Input) – Cost/Benefits – Institutional/Regulatory Barriers SSALTS Task 1.3 TAC Presentation March 27, of 20

Red Rock Ranch Integrated on-Farm Drainage Management (IFDM) – Zero discharge farming system – Manages drainage water by sequentially reusing it to grow increasingly salt-tolerant crops – Final effluent disposal in a solar evaporator. SSALTS Task 1.3 TAC Presentation March 27, of 20

Red Rock Ranch –Key Issues Technical – Installation of drain tiles – Efficient irrigation systems and management Institutional – Deployment and acceptance of IFDM by landowners Regulatory – Wildlife mitigation and WDRs for required for Solar Evaporator – SB 1372 “no standing water” Title 27 regulations Salt Capacity/Sustainability – IFDM is sustainable as long as the agricultural operation is economically viable SSALTS Task 1.3 TAC Presentation March 27, of 20

City of Dixon Municipal Salinity Management Measures – Public education program – Water softener removal incentive program (“buy back”) – Ordinance banning Self Regenerating Water Softeners – Switch water supplies to lower salinity sources – Analysis of WW collection (I&I) and treatment systems SSALTS Task 1.3 TAC Presentation Eco:Logic 2008 March 27, of 20

City of Dixon–Key Issues Technical – Cost effectiveness Alternative water sources – new deeper wells Water supply treatment – Future WW treatment processes Institutional – POTW Salinity Management Plans – CVCWA Salinity Management Practices toolbox Regulatory – CDO, future salinity effluent limits/WDRs? Salt Capacity/Sustainability – Source controls reduce/prevent salt accumulations SSALTS Task 1.3 TAC Presentation March 27, of 20

Westside Regional Drainage Plan Primary components – Land Retirement, – Groundwater Management, – Source Control, – Regional Re-use, – Drainage Water Treatment, and – Salt Disposal Elements of approach – Phased approach Shorter implementation time – Adaptive management SSALTS Task 1.3 TAC Presentation March 27, of 20

Westside Regional Drainage Plan –Key Issues Technical – Rainbow Report – Grassland Area Farmers Institutional – USBR, DWR, SWRCB, Districts Regulatory – TMDL(s), WDRs, Salt Capacity/Sustainability – In-valley “proven” drainage solutions preferred – Out-of-Valley possible long-term SSALTS Task 1.3 TAC Presentation March 27, of 20

San Luis Unit Ocean Disposal San Luis Drainage Feature Re- Evaluation Alternative – Provide drainage service to 379,000 acres – Land retirement and on-farm drainage reduction – Ocean Disposal – 211 miles of 36-inch diameter, high pressure buried pipeline and tunnels Transport drainage water to outfall near Point Estero SSALTS Task 1.3 TAC Presentation March 27, of 20

San Luis Unit Ocean Disposal–Key Issues Technical – Feasibility not evaluated – Costs ~$600M (2002) Federal only Institutional – To be determined Regulatory – Major permitting and funding hurdles California Ocean Plan Amendment for Brine Disposal Coastal Management Program Salt Capacity/Sustainability – Out-of-Valley approach – Estimated 500K tons salt/year SSALTS Task 1.3 TAC Presentation March 27, of 20

Hilmar Cheese Largest cheese production facility in the world Treatment processes include – ultrafiltration (UF) membrane system, – Reverse osmosis (RO) system, and an evaporator Waste Streams: – Permeate transported to storage ponds prior to its reuse for crop irrigation; and – Brine disposed of through deep well injection or transported by truck to EBMUD SSALTS Task 1.3 TAC Presentation March 27, of 20

Hilmar Cheese –Key Issues Technical – Trucking brine to EBMUD – Pretreatment, Well Clogging – Energy use/Cost-effectiveness Institutional – SEP Regulatory – WDR’s, Underground Injection Control (UIC) Permit Salt Capacity/Sustainability – Brine Disposal – Energy intensive SSALTS Task 1.3 TAC Presentation March 27, of 20
