Introduction 4  The information contained within the SOP (and supporting Annexes) is designed to act as a guide to Defence Ministers and all authorised staff.  The SOP provides the necessary information to enable users of the DCL system to maintain a reliable, robust and efficient system.  It is intended to be a living document which shall be continually updated and improved. Highlights – Main SOP document Assumptions 6  A series of assumptions related to the DCLs conditions of use is highlighted in the SOP.  To ensure that the DCL system is sustained in a reliable, robust and secure state, it is imperative that these assumptions are complied with. IN-CONFIDENCE

Highlights – Main SOP document Usage 7  The SOP provides guidance on the appropriate use of the DCL  The DCL is designed to enhance dialogue between two nations when a bilateral situation has arisen.  The DCL “is not designed for nations to bilaterally discuss the actions of a third party… this form of dialogue remains the remit of the wider ADMM and ADMM-plus forums.” IN-CONFIDENCE

Highlights – Main SOP document Delegation of Authority and Responsibility COMMERCIAL-IN-CONFIDENCE8  The SOP details the delegation of authority and responsibility by the Defence Ministers to appropriate subordinate(s) or deputy/deputies as well as various staff.  It also details the requirements and responsibilities of those staff:  Operational staff  Administrative staff  Maintenance staff  Translation staff  Security Supervisor/Advisor  Details of all authorised appointed individual(s) and fax numbers should be recorded correctly within the centrally held ADMM Master List of Authorised DCL Users  Management and handling of the ADMM Master List of Authorised DCL Users is also detailed in the SOP (e.g. updating, handing over, etc.) IN-CONFIDENCE

Highlights – Main SOP document Key Management System 9  The SOP describes how the key management system should be managed and handled in the context of the DCL system  Responsibility for the management, security and sustainment of the KMS will be held by the Defence Minister holding the position of ADMM Chair.  Two keys are required to unlock the secure case and access the key management system. The keys are to be routinely kept separate from each other.  Key 1 – held by the ASEAN Defence Minister holding the current ADMM chair  Key 2 – held by the ASEAN Defence Minister due to hold the immediate successive ADMM Chair  Further guidance is provided in the SOP on when the keys are brought together IN-CONFIDENCE

Highlights – Main SOP document System activation and Dialogue Maintenance 10  The SOP also details the general procedure to establish the bilateral telephone communication.  This includes first a secure fax exchange and authentication process through to finally establishing the secure voice communication. IN-CONFIDENCE

Highlights – Main SOP document Call Refusal 11  As the DCL provides a means of communication to facilitate a reduction in tension, miscalculation, and misunderstanding with the aim of preventing escalation during times of crisis;  Call Refusal is considered to be not an appropriate action.  A call will be considered as refused in one of the following circumstances:  Failure for Nation B to provide a response to an activation fax message form Nation A  Failure for Nation B to answer the call from Nation A on the agreed telephone number and at the agreed time following the correct process of activation  Failure for Nation A to make the agreed call to Nation B (even though the activation process had been correctly conducted) without prior notification to Nation B that the call was no longer required IN-CONFIDENCE

Proof-of-concept for the Interim ADMM DCL system 15  Scope  Roll-out all of the actual encryptors to Indonesia, Malaysia, Philippines, and Singapore where R&S has local offices;  20 encryptors in total (5 encryptors per country x 4 countries)  Objectives  To provide a proof-of-concept for the secure voice and fax solution for Phase 1 of the ADMM DCL initiative  To provide further progress on Phase 1 given the likely delay to commissioning  To validate and improve the procedures and processes provided in the draft Phase 1 Standard Operating Procedure document  To provide early hands-on experience to operational staff  To identify any possible technical risks and issues early IN-CONFIDENCE
