Workshop on Implementation of the Schengen Action Plan in the area of border management and personal data protection INTEGRATED BORDER MANAGEMENT Skopje, 12 May - 13 May 2011

INTEGRATED BORDER MANAGEMENT - IBM Correct implementation of the Schengen Acquis (defines the border management): - Schengen Borders Code (regulation 562/2006) - Practical Handbook for Border Guards (Schengen Handbook) - Integrated Border Management - “Official” interpretation are the Schengen Catalogues on recommendations and best practices (External borders control, return and admission, Police- cooperation, Data protection, SIS – Sirene) - Evaluation mechanism (New evaluation mechanism is under the preparation)

INTEGRATED BORDER MANAGEMENT - IBM Integrated Border Management consists of the following aspects (Council Conclusions 2006): - - border control (checks and surveillance) as defined in the Schengen borders code, including relevant risk analysis and crime intelligence; - - detection and investigation of cross border crime in coordination with all competent law enforcement authorities; - - “legal” introduction of the IBM concept - Lisbon Treaty and Stockholm program

INTEGRATED BORDER MANAGEMENT - IBM Integrated Border Management consists of the following aspects (Council Conclusions 2006): - - the four-tier access control model (measures in third countries, cooperation with neighbouring countries, border control, control measures within the area of the free movement including return); - - inter-agency cooperation for border management (border guards, customs, police, national security and other relevant authorities) and international cooperation; - - coordination and coherence of activities of Member States, Institutions and other bodies of the Community and the Union.

FUTURE PLANS The “Border Package” adopted in 2008 embo- dies the Commission's vision of the future of the Integrated Border Management, built around a highly technical integrated surveil- lance architecture which will help to modernise checks and surveillance at the EU's external borders and make them more efficient and more adequate to respond to future challenges. An area without internal borders cannot function, without shared responsibility and solidarity in managing its external borders.
