What is ASME? Educational and technical society of mechanical engineers Non-profit organization founded in ,000 members worldwide, including 28,000 student members Staff of over 330 people with headquarters in New York City We also have an office in Atlanta, Houston, Washington DC, New Jersey, Belgium, China, and India. Local sections in many cities across the USA, including 595 student sections, and 29 local sections outside North America

ASME Board on Conformity Assessment Charter: Supervise the accreditation, registration, and certification activities of the Society, develop criteria for the accreditation and certification for applicable codes and standards, develop recommended policy for accreditation, registration and certification, provide an overview for consistency, be a vital link in providing procedural due process, develop criteria and selection procedures for survey, review, and audit personnel, and provide internal audits.

ASME Codes and Standards Consensus Process  ASME provides neutral forum and it is a recognized process  Openness, Transparency, Balance of Interest, Due Process  Consensus  Accredited by the American National Standards Institute (ANSI)  Consistent with principles of WTO Technical Barriers to Trade Agreement

ASME Codes and Standards Consensus Process Openness  Meetings are open to the public  All qualified persons are elgible  All proposed standards actions are announced for public review  All comments are addressed

ASME Codes and Standards Consensus Process Balance of Interest  All affected groups represented  Criteria for approval  No dominance by any single interest group

ASME Codes and Standards Products  Code – A standard which has been adopted by governmental bodies, either local, state, or federal, or which is cited in a contractual agreement, and which has the force of law  Case – Documents that clarify the intent of existing Code requirements or provide alternative requirements  Standard – A set of technical definitions and guidelines developed so that items can be manufactured uniformly and provide for safety and interchangeability  Guide – A suggested practice, process or method that is not mandatory and may be used as a whole or in part

ASME Codes and Standards Proprietary Issues  ASME does not ‘approve’, ‘rate’ or ‘endorse’ any item, construction, proprietary device, or activity  Proprietary devices may only be incorporated in a generic manner

ASME Codes and Standards Public Policy  OMB Circular A119 (1982)  Instructs federal agencies to use voluntary standards and participate in the development, unless impractical  National Technology Transfer and Advancement Act of 1995  Mandates government agency use of private sector voluntary consensus standards  Obliges federal government participation in voluntary standards development
