Overview CWP leverages U.S. and foreign investments to conduct cooperative research and development projects with foreign partners. Program supports Department’s goals of: Collaboratively addressing strategic technology gaps for current and future missions Developing interoperability solutions for coalition operations Strengthening current defense partnerships and developing new relationships 4 Mechanics: Annual, competitive process for funding to support U.S. part of cooperative project Total CWP Budget ~$10M Max. request $2M per project (average is ~$850,000/project) Requirements: Government-to-Government led projects Project length 1-3 years Strong DoD support Strong transition plan Equitable contributions Benefit to all partners UNCLASSIFIED

Cost Sharing –Reduce national costs of national R&D –Conduct RDT&E that could not otherwise be afforded (i.e., interoperability) Expertise –Bring world experts together Time Savings –Decrease R&D timeline –Test multiple approaches Leveraging Resources 5 UNCLASSIFIED

7 Cooperative Research and Development International Cooperation is part of Security Cooperation tools Projects managed by committed U.S. and foreign government partner(s) with equivalent project manager duties –U.S. and Foreign partners have active participation in the research and development aspects of the project –Each government gains defense benefits from engaging in the project –Each government provides contributions to execute the effort, to include: government labor, equipment, facility use, national industrial and academic participation –The more novel work each partner contributes, the better –Tests and demos used to prove out the overarching research and development efforts IS NOT: Foreign Military Sales U.S.-only build for exportable solutions Test and mods to meet foreign-only or U.S.-only need Operational sharing (“Train and Equip”) Operational exercise support Focused on demos/tests of technologies to select procurement options for U.S. or Partner System training for foreign partners There are other programs and funding sources for these UNCLASSIFIED
