Who was Ryan White? At age 13, Ryan was one of the first children with hemophilia to be diagnosed with AIDS.

What is Ryan White Program? In 1990, Congress passed the Ryan White CARE (Comprehensive AIDS Resources Emergency) Act Legislation re-authorized four times 1996, 2000, 2006, 2009

Who funds the Ryan White HIV/AIDS program? Department of Health and Human Services Health Resources and Services Administration HIV/AIDS Bureau

HRSA provides funding… to EMAs that are more severely affected by the HIV/AIDS epidemic

What does EMA stand for? – Eligible – Metropolitan – Statistical – Area

To qualify for EMA status… – An area must have reported at least 2,000 cases in most recent 5 years – Have a population of at least 50,000

Chicago EMA - Eligible Metropolitan Area - Like other Eligible Metropolitan Areas (EMAs), the Chicago EMA is comprised of urban, suburban and rural communities. The Chicago EMA consists of the following nine counties: Cook DeKalb DuPage Grundy Kane Kendall Lake McHenry Will

CDPH - RYAN WHITE PART A PROGRAM What exactly does Ryan White program do at the local level?

CDPH - RYAN WHITE PART A PROGRAM Submit application Develop RFP Distribute $ according to priorities Monitor contracts Comply with HRSA Provide CAHISC with data Meet HRSA reporting requirements

CDPH - RYAN WHITE PART A PROGRAM - ADMINISTRATION Directs Part A program, including developing objectives, policies, and procedures. Oversees the development of grant applications, program reports, funding charts and statistical analyses. Provides overall direction for the implementation of the planning and evaluation processes for Ryan White Part A services.

CDPH - RYAN WHITE PART A PROGRAM - PROGRAM MONITORS Provide programmatic and fiscal monitoring to Ryan White delegate agencies. Provide technical assistance to address barriers to success Track expenditures, review reports and ensure agencies are in compliance with HRSA National Monitoring Standards.

CDPH - RYAN WHITE PART A PROGRAM – QUALITY MANAGEMENT Work with providers, CAHISC, and CDPH staff to establish and maintain quality management systems for monitoring program service delivery. Monitor implementation of Part A quality assurance and evaluation initiatives. Develop data collection tools and analyze data outcomes.

CDPH - RYAN WHITE PART A PROGRAM – DATA MANAGEMENT Provides statistical analysis of quarterly client level data, peer review site visit data and contract compliance visit data. Works with staff to determine data collection needs of agencies for fulfilling performance-based contracting and outcome measures. Assists agencies in fulfilling contract required data collection tasks, including client-level data collection.

Ryan White and CAHISC relationship Reviews demographic and statistical information on the trends in the Chicago EMA. Provides guidance to the CDPH on priority setting and resource allocation of Ryan White funding. Communicates the needs and priorities of the planning council with the grantee to ensure that service priorities are met. Per federal legislation, planning councils (CAHISC)…
