Overview Current status of waste management in SA How can procurement make a difference? Procurement of waste services Issues to consider going forward

Current status of Waste Management 108 million tonnes of waste generated per annum (2011) 90% of this waste is disposed to landfill (2011) 20 million tonnes/annum is municipal solid waste (2011) –High income = 1.29 kg/person/day –Middle income = 0.74 kg/person/day –Low income = 0.41 kg/person/day R339 per tonne cost of disposal (2011) 50.5% post-consumer packaging waste recycled in % of packaging waste recycled is sourced from informal collectors (2012)

Value of waste as a resource Estimated resource value of the waste is R25.2billion per annum (0.86% of GDP) –Recycling at ±10% (as at 2011 baseline) unlocked R8.2 billion/year worth of resources into the South African economy –There is potential to recover a further R17 billion per annum worth of resources back into the economy

How can procurement make a difference? Procurement policies should encourage –Waste minimisation –Re-use –Recycling –Recovery of useful materials Look out for and support –Recycled content –Recyclability of products –Less packaging materials –Energy efficiency –Water efficiency

Procurement of waste services Reputable companies –Registration as waste transporter in municipality –Registered with DEA on SAWIS –Licenced for waste activities ito Waste Act, 2009 –Safe disposal certificates for special wastes Insist on recycling of recyclables Reporting on waste volumes collected, recycled, etc

Procurement of waste services Specialist companies to deal with hazardous waste –Healthcare risk waste –Putrescible waste (i.e. food waste) –Fluorescent tubes –Printer cartridges –Electrical and electronic waste –Fire extinguishers –Oil –Batteries

Issues to consider going forward Waste regulations are increasingly becoming stricter Waste storage areas must comply to standards Imminent waste pricing strategy imposing charges Some waste companies offer discounts for separated recyclables Some recyclables can be collected free of charge –E-Waste
