Federal Acquisition Service 4 Migrations – Current Status Ongoing work with firms who hold two or more contracts under affected programs to migrate those contracts. *440 affected firms 73 migrations completed 123 migrations in process Approximately 244 outstanding migrations yet to be submitted. Firms with two or more contracts must migrate Those who have yet to submit – It’s time to get them in! *(Data collected 03/24/2015)

Suggested language for use in your electronic text file that notifies agencies that your current 00CORP contract will become the Professional Services Schedule (PSS) with no impact to terms and conditions; 2. Suggested advisory statement & table to insert into your pricelist which identifies the individual Schedule contracts that have been migrated to your new Consolidated Schedule 7
Federal Acquisition Service Migration REMINDERS AFTER CONTRACTS HAVE BEEN MIGRATED: 1. Any firm who has had multiple contracts migrated will use the new contract number (GS-00F-xxxxx) for all new work once migration process is complete. 2. Agencies can ONLY find you after you upload your new file to GSA Advantage!® 8
Federal Acquisition Service Migration 3. FABs SINs and will no longer be awarded under the 00CORP program in preparation for elimination from PSS 4. Firms who hold a Consolidated Contract and another single schedule contract – You are required to submit a modification to add the single schedule SINs and labor categories to your pre existing Consolidated Contract 5. The process for determining business size at time of migration is no different than the processed used when first submitting a new offer – size is determined on where the preponderance of sales exist. 9

Federal Acquisition Service Important Reminder Regarding the Complementary SINs THE SIN TABLE WILL CONTAIN THE FOLLOWING INFORMATION AS A REMINDER: NOTE – This SIN cannot be used as a “stand alone” SIN – it can only be used as an ancillary service to a total solution. If an agency requires energy management services as their primary service or only service needed, they are directed to Schedule *03FAC. *example used is for one of the Energy management SINs. 11
Federal Acquisition Service 12 ALL Schedule Holders Firms holding only one contract and those who are migrated to and/or currently hold a contract under 00CORP will receive a modification on or about August 1, 2015 advising of PSS conversion, effective October 1, Until that time each contract remains under its current program name.
Federal Acquisition Service Single Schedule Holder - Reminders Firms who hold only one contract (regardless of program name) do nothing now On or about August 1, 2015 be on the look out for the mass mod issued which they must accept On or about October 1, 2015 the new PSS solicitation will issue and ALL contract holders can then modify existing contracts to add additional services carried under PSS! ! 13
Federal Acquisition Service New Offers Existing Contract Holders – Do not submit a new offer for additional services. Wait time for offer evaluation is +12 months – wait time for modification evaluation is estimated to be days = Faster to modify! First time Offerors – Submit your offer under FCO- 00CORP-0000C. Please do not submit under the individual Schedule solicitations (eg. MOBIS, etc) 14
Federal Acquisition Service Legacy Contractors in Final Option LEGACY firm is defined as: A contractor who currently holds a MOBIS contract in its final option period. “Legacy” does not apply to any other program! MOBIS firms in their final option period who do not participate in any other affected program - Submit new offer under 00CORP as soon as final option is exercised! DO NOT WAIT! MOBIS firms in their final option period and have another contract affected by the PSS transition - DO NOT HESITATE – MIGRATE! 15

Once all migrations are completed and PSS is fully executed, work will begin to remove the alpha “C” from all contracts awarded under 00CORP – exception is complementary SINs. Anticipated date of alpha removal is January Review existing SINs to determine where overlap exist and begin consolidating SINs (e.g. all “consultants” will be categorized under one SIN). Anticipated date review to begin November Anticipated date of SIN consolidation – September
Federal Acquisition Service What is the difference between PSS and OASIS? OASIS is a Multiple Award IDIQ Contract (MAC) - Ordering Procedures are FAR PSS is a Multiple Award Schedule (MAS) - Ordering procedures are FAR 8.4 OASIS creates standardized labor categories and also allows for creation of customized labor categories at the task order level when necessary. PSS has standardized SINs which are broad in scope to allow for customized labor category descriptions from each firm OASIS is the first Government-wide IDIQ contract to implement the new Code of Federal Regulation requirement for multiple NAICS codes and size standards. PSS is slated to move towards the multiple NAICS concept in FY
Federal Acquisition Service What is the difference between PSS and OASIS? OASIS does not contain any pre set rates or ceiling rates for any task order other than sole source time and material task orders. PSS does contain set rates established at time of award with allowance for escalation; OASIS allows cost-reimbursable professional service solutions that are not available on other GSA acquisition vehicles. PSS allows fixed price or Labor Hour pricing only. 21
Federal Acquisition Service What are the similarity between PSS and Oasis? Both programs afford the client agency the ability to obtain solutions to their complex acquisition needs. Both programs are managed in Region 10 and have an experienced contracting staff ready to assist customers and industry partners. Both programs, while different in scope and usage, offer the same quality services to the agencies! With these programs, there is no professional services contracting need that can’t be met! 22
Federal Acquisition Service Key Message/Value Proposition Consolidating GSA’s Professional Services Schedules will provide agencies a total service solutions to complex professional services requirements using ONE contract vehicle as versus multiple contracts. One PSS saves time and eliminates confusion often associated with managing a cadre of contracts to successfully complete requirements within a timely, efficient manner. Customer can still access whether by name or SIN. (No change to key word searches!) 23
