Specialist Water Rescue  National ‘team typing’ describes the size and ability of WR teams  Type ‘B’ teams - minimum of 7 members/ ability to search, apply technical rescue and deploy power boat operations  The equipment provided is to enable FRS’s to operate a number of Type ‘B’ teams once trained in the following skills – Water Rescue Technician Rescue Boat Operator

Urban Search and Rescue

 The aim of the capability is –  To respond to any incident, whether deliberate or accidental in origin involving unstable or collapsed structures or following a major transportation incident  To ensure the appropriate resources are available to meet the requirements of the National Model Response and Concept of Operations Documents.

Urban Search and Rescue  Personnel  Operators – 1100  Technicians – 200  Training  Operational and Training Standards The National Fire Protection Association Standards (USA), that are used to train the FEMA teams have been adopted and will form the basis of all the Operational and Training Standards for Scotland

USAR Development Pathway

USAR Training  In 2007 the Scottish Fire & Rescue Service sent 20 people to Texas to become “Train the Trainers” in order that Scotland would have the ability to train its own USAR Technicians  The SFRS has developed generic training packages which are hosted on the SFSC website  Services are currently developing local/ regional facilities for training Operators and Technicians  Local delivery has led to an increase in need for Quality Assurance which will be facilitated by the SFSC

 Approach in Scotland  A collaborative approach between FRS’s Arrangements in place to call out specialist capabilities from other FRS  Partnerships between FRS’s and other organisations Strathclyde FRS has arrangements in place with Strathclyde Police Mountain Rescue Arrangements in place between FRS’s and local/ national Mountain Rescue Teams

Specialist Rope Rescue  Windfarms  CFOA(S) in process of formulating strategy and project plan  3 teams to be formed and located within Grampian, L & B and Strathclyde  Collaboration between FRS and Scottish Power in training of teams

Road Traffic Collisions  Prevention Activities  FRS’s throughout Scotland actively involved in Road Safety Campaigns through Partnership Working  Working with Road Safety Scotland to co-ordinate road safety activity in Scotland Campaigns may be at national level to address national issues or may be at local level to address local issues  Complementary to arrangements in England/ Wales with UK Rescue Organisation ( UKRO )

Road Traffic Collisions  Analysis of Statistical Data used to focus campaigns on high risk areas  Campaigns include –  Choices A full day multi-agency presentation on the human consequences of RTC’s Targeted at S5 & S6 pupils  Safer Wheels Advice to young drivers on keeping their cars legal  Prison Me No Way A multi- agency event aimed at young drivers – dealing with drink/substance abuse, from crash to prison
