1 February 2014 Building Interstate 69 As A Series of Upgrade Projects

20-Years of I-69 Advocacy  The Alliance for I-69 Texas was formed in 1993 by elected officials and economic development organizations  All segments of route represented in Alliance  Have an executive director plus Washington and State Capitol representation  Persistence has helped build support from lawmakers, governor, Transportation Commission and local communities 2 Alliance for I-69 Texas

The I-69 System in Texas  1,076 miles including I-69E, I-69C, I-69W, I-369 Connector and I-2 Connector  Some very long rural sections through low population areas  Connecting ports and large population centers  Houston Metro – 6.4 million  Texas Rio Grande – 2.1 million  Mexico Rio Grande – 1.7 million  Corpus Christi Metro – 427,000  Texarkana Metro- 144,000  Victoria Metro – 122,000  An important freight connector inside Texas 3 Alliance for I-69 Texas

Signed Sections  Signed Miles  Rio Grande Valley – 114  Corpus Christi – 6  Houston Area – 63  Texarkana – 3.5  TOTAL – 186 MILES  About 50 more miles are at freeway standard  11 miles in Houston and 2 miles in Laredo are under review for addition to the Interstate Highway System  Coming – sections in Brooks, Kleberg & Nueces 4 Alliance for I-69 Texas Blue Represents Sections Now at Freeway Standard

Funding Program  I-69 in Texas is being developed as a series of incremental upgrades to existing highways – US 59, US 77, US 281, US 84  37 projects are in the TxDOT Funding Program for I-69. Now at $742 million, the program continues to grow. 5 TxDOT I-69 FUNDING PROGRAM $742 Million in Total Funded Projects Alliance for I-69 Texas

Voters Will Decide Added Funding  Texas is facing a major shortfall in highway funding – about $5 billion a year  I-69 and other advocates helped get a Highway Funding Amendment on the November ballot  Voters will decide whether to dedicate part of oil and natural gas production taxes to help fund highways  The latest estimate is that it would add $1.3 billion in 2015 and more in future years 6 Alliance for I-69 Texas

Economic Development Momentum 12 Alliance for I-69 Texas

Alliance Advocacy Efforts  Alliance for I-69 helped initiate Advisory Committee and Segment Committee process  Alliance well represented on each committee  Groups recommended routes, timing and funding priorities 13 Alliance for I-69 Texas

State and Federal Program  Alliance representatives joined Texas Transportation Commissioner Jeff Austin in presenting full-size I-69 signs to members of Congress  Wall signs presented to state leaders and legislators  Followed up by helping gather votes for state funding bills 14 Alliance for I-69 Texas

Alliance Advocacy Strategies  Support additional highway funding at the state level  Take the long view - help get projects “shovel ready”  Partner with port authorities  Build relationships in the state Transportation Department  Have an “I-69 Member” on the Commission  Embrace “bite-size” projects in an incremental approach  Support every project – even if it is 400 miles away 15 Alliance for I-69 Texas
