1.Seminar on international and EU legislation on accident investigation - legislative and institutional aspects main principles of AI independent investigation body evidence collection and post-accident analysis 2.Core skills course for marine accident investigators – transfer of practical skills to investigators of the beneficiaries key principles of accident investigation; operational readiness and initial response; witness interviewing; strategy and planning; collection of evidence Flag State Implementation 6 Accident investigation / 2 interlinked training activities

Creation and publication of profiles of the of the maritime administrations of the beneficiary countries They serve several purposes: facilitate creating a network of contacts between the beneficiaries’ maritime administrations provide a useful tool for monitoring the progress of the administrations and for detection of areas where technical assistance is needed support the beneficiary countries to fulfil their obligations to provide information to the IMO / GISIS Flag State Implementation 7 Overviews of the Maritime Administrations

Rulecheck comprehensive database on international legislation relevant to PSC and PSC regional procedures with built-in search engines allowing filtering the requirements to a specific ship regularly up-dated reduces the workload to the PSCOs improves the harmonisation of the inspection standards in a region Distance Learning Package (DLP) e-learning tool composed of modules on relevant instruments and the international legislation/procedures for PSC improves the professional competency of the PSCOs facilitates harmonisation of the inspection standards in a region Port State Control (PSC) 9 Access to RuleCheck and the Distance Learning Package

Coastal State Control (CSC) 12 Traffic monitoring – 2 complementing activities 1.Inventory of existing VTMIS infrastructure and data exchange systems – to identify: current situation needs of infrastructure possibilities to extend the cooperation on AIS matters (connection to the MAREΣ server) in the future Benefits: fuller and more detailed picture of the situation at sea enhanced national capacity for vessel traffic monitoring, Port State Control and maritime pollution preparedness and response improved the quality of the CSN service provided by EMSA

Coastal State Control (CSC) 13 Traffic monitoring (continued) 2.Workshop on traffic monitoring, April 2015 / Lisbon Objectives: to provide information on the capabilities of traffic monitoring as s tool to improve maritime safety, security and marine environmental protection to show practical deployment of VTMIS – the SafeSeaNet to present the experience of an EU Member State in the implementation of international and EU legislation in the area present the assistance granted in the framework of the SAFEMED II project provide a forum to discuss the future cooperation in the area

CSC - Environmental Protection 14 CleanSeaNet service European oil spill monitoring and vessel detection service based on synthetic aperture radar (SAR) images (not dependent on weather conditions and daylight) launched in 2007 to support EU Member States’ actions to respond to oil pollution in territorial waters threefold operational assistance: identifying and tracing discharges of oil by satellite monitoring; supporting the enhancement of the enforcement chain against illegal discharges; monitoring accidental pollution in support of response activities. Result – reduction in the number of detected potential oil spills

CSC - Environmental Protection 15 CleanSeaNet service (continued) Provision of CSN to the TRACECA II beneficiary countries: launched as from 15 June 2015 through the IMDatE current users - Azerbaijan and Georgia (signed the Conditions of Use) XX images provided to the users prior training for CleanSeaNet operators was delivered in the period March 2015 to provide them with the necessary knowledge and skills to act as CleanSeaNet operators

CSC - Environmental Protection 16 Pollution response Seminar on EMSA’s pollution response services, May 2015 / Lisbon Topics covered: international legal framework for pollution preparedness and response liability issues arising in cases of pollution practical aspects of pollution response - methods and equipment for pollution response pollution preparedness and response at national, regional and international level EMSA’s pollution response services: the Network of Stand-by Oil Recovery Vessels the CleanSeaNet service the MAR-ICE network on chemical emergencies the relevant mobilization procedures to get assistance from the European Union in cases of major pollution

CSC - Environmental Protection 17 Enforcement of prohibition of ship-source pollution (SSP) Seminar on enforcement of prohibition of SSP, 24 – 25 November 2015/ Lisbon Purpose - to enhance the capacity of the beneficiary countries’ competent authorities to improve the enforcement of ship-source pollution prevention by: providing systematic overview of the international and EU legislation in the area in order to consolidate the participants knowledge presenting best practices in relation to the enforcement of MARPOL at national and regional level, including real cases and the use of CSN as one of the enforcement tools facilitating the exchange of views between the beneficiary countries and EU Members States’ national maritime administrations, cooperation agreements and EMSA

Well established communication channels (Azerbaijan, Georgia, Kazakhstan, Ukraine) Major achievements 18 Launch of provision of operational support (electronic tools and CSN service) Fostering cooperation between experts from the different beneficiary countries working in the same area (exchange of contact information, views and experience during the project events) Improved understanding and knowledge of technical representatives of the beneficiary countries of the international and EU requirements related to maritime safety and marine environmental protection
