PART I: GENERAL INFORMATION

Legal Documents 1.Decree 172/2007/QĐ-TTg approve national strategy for disaster prevention and mitigation to Decree 137/2007/QĐ-TTg to approve disaster prevention and mitigation project deploying at 28 marine province 3.Circular 17/2012/TT-BTTTT stipulated organic structure to guarantee that information to be keep connected to disaster areas

Proposal Objectives 1.Building private network for government control in case public network cannot operated. 2.Make the best use of existing telecom network for government control in urgent situation including: - Particular private fixed telecommunication satellite system VSAT band C - Particular private mobile telecommunication satellite system INMARSAT - Particular Private Radio Telecom Network using HF, VHF, UHF - Particular Information Car - Other network 3. Connecting to for exchange information with other systems, which had been installed for 28 coastal provinces including: -Disaster forecast system -Search and Rescue system -Ships locating system

Orientation for information operation structrure a. From Goverment to country disaster prevention steering commitee, province disaster prevention steering commitee : - Via PSTN Telephone, Fax, central posts network; - Via mobile like VMS, VNP, Viettel; - Via Video Conference System.

From Country disaster prevention steering commitee to province disaster prevention steering commitee where disaster happaned: - Telephone, Fax with PSTN network, central posts network; - Via mobile such as VMS, VNP, Viettel; - Inmarsat Sattelite; - Mobile station on car; - Video Conference System. c. From province disaster prevention steering commitee to district disaster prevention steering commitee where disaster happaned : - Telephone, Fax with PSTN network, central posts network; - Via mobile such as VMS, VNP, Viettel; - VHF System; - Mobile VSAT-IP station on car.

Orientation for information operation structrure d. From district disater prevention steering commitee to people where catastrophy happaned : - Telephone, Fax via PSTN network; - Mobile network such as VMS, VNP, Viettel; - VHF network.

Deploy Plan 1. Network selected: a/ VSAT-IP ( VINASAT-1 sattelite): - Suitable for remote area where hard to approach such as high moutain, remote islands. - Small equipment, easy to install - High quality of information - Connect easily to public network. - Low depend on cable network - Not high investment, easily to operated because VINASAT-1 owned by Vietnam.
