C ONNECTING E DUCATION TO C AREERS Since President Woodrow Wilson signed the first national vocational education act in 1917, the federal government has provided funding for vocational education. (Over the years, vocational education has evolved into career and technical education.) The initial modest investment in 1917 of approximately $7 million now has grown to more than $1.2 billion. The Carl D. Perkins Career and Technical Education Act of 2006 (otherwise known as the Perkins Act) provides funding for career and technical education through fiscal year The Act specifies required and permissible uses of these funds for activities at the local and state levels.

C ONNECTING E DUCATION TO C AREERS History of the Perkins Act (Cont) Carl D. Perkins Vocational Education Act of 1984 – In 1984, Congress revised the Vocational Education Act, and it was renamed for the revered Carl D. Perkins.

Perkins Vocational and Applied Technology Act of 1990 – This legislation marked a turning point for CTE. – Contextual learning and academic measures became major points of emphasis. – Measures were strengthened to assist “special populations” and economically-disadvantaged students.

Perkins Vocational and Technical Education Act of 1998 – This legislation provided more flexibility in how funds were spent, required more contextual-learning integration, and enhanced accountability for student achievement.

C ONNECTING E DUCATION TO C AREERS Recent News about the Perkins Act Upcoming Reauthorization – The current Perkins Act is authorized through – A reauthorization did not occur in 2012, though. – Given the slow progress of other reauthorizations, an official timeline is uncertain. – As long as the program remains funded, the current law will continue.

C ONNECTING E DUCATION TO C AREERS State Leadership Leadership – up to 10 percent* One percent to serve individuals in state institutions* $60,000-$150,000 for services to prepare individuals for nontraditional employment*

C ONNECTING E DUCATION TO C AREERS Administration – Must be matched dollar-for-dollar with non-federal funds. – States must adhere to maintenance of effort requirements. 5 Percent

C ONNECTING E DUCATION TO C AREERS Administration Funds may only be used for: – Developing the state plan – Reviewing a local plan – Monitoring and evaluating program effectiveness – Assuring compliance with all applicable federal laws – Providing technical assistance – Supporting and developing state data systems relevant to the provisions of the 2006 Perkins Act (new)
