WHO PHC WORKSHOP: COUNTRY PRIORITIES Presented on Behalf of the Group of Country Experts by: Dr. Nosa Orobaton Senior Advisor, Global Health John Snow, Inc Washington, D.C. 7 April 2016

Focus Group: Key Objectives Validate a working definition of PHC Discuss common barriers and facilitators in improving PHC service delivery Discuss key components of a Global Challenge specific to PHC improvement

Towards Defining PHC…

PHC Workshop: Overview Focus group workshop Approximately 10 participants per group Country representatives and partner organisations Session areas covered:  PHC Service Delivery  PHC Data Collection & Utilisation  Global Challenge for PHC Improvement

Why is PHC important? “PHC leaves no one behind” “It is the first point of entry into the health system” “PHC is fundamental for any health system” “It the most effective way to help people” “It is among the most useful ways of addressing the needs of the community, provided there is trust”

PHC is Important Because of Its Glue To: Essential to Universal coverage agenda SDGs Integrated People Centered Approach Social Determinants of Health

Key Themes: Service Delivery Importance of community health service delivery model in many settings (i.e. use of community health workers) Active engagement with community members seen as key to effective PHC delivery Challenges include need for greater funding of PHC systems, improving quality of care, need for political will to drive PHC reforms forward

Key Themes: PHC Data Need for routine health information systems to be strengthened – including greater resource allocation Designing information systems in tandem with service delivery functions Fragmentation due to presence of vertical disease programmes – need for integrated and interoperable systems, data governance Data – often poor quality, burden of excessive data collection on staff Importance of collecting data that is useful, available, meaningful and results in action

Key Themes: Global Challenge Need to ensure that commitment to a Global Challenge translates to action and change for quality PHC Link it to Universal coverage agenda, SDGS and Social Determinants of health Ensure mechanisms are developed to promote accountability at various levels of the health system Work with stakeholders to define concrete steps that countries can take to develop PHC – context specific Some participants advocated using the Global Challenge to reposition PHC in the health landscape – is it not time to rebrand?
