A Funder’s Perspective Niels Gøtke Head of Division Danish Food Industry Agency Experiences, perspectives and outcomes of transnational research: Funders and Researchers

2 Outline of presentation 1.History of EUPHRESCO 2.Impact of EUPHRESCO 3.Experiences from the Danish participation in the call 4.EUPHRESCO II expectations for the future 5.EUPHRESCO and SCAR (Standing committee on Agriculture Research) 6.EUPHRESCO and JPI (Joint Programming) 7.Conclusions

1. History of EUPHRESCO EUPHRESCO started on 1st. of may 2006 Kick-off meeting was hosted by CSL in York, UK 26 th to 28 th June 2006 DK (DFIA) and many of the other partners had no experience with ERA-nets Partnership from 23 leading organisations involved in funding or managing phytosanitary research programmes in 17 European countries 3

Observers from 6 other member states Support from the EU Counsil Working Party of Chief Officers for Plant Health Services (COPHS) Expert Advisory Group with important organisations/authorities as DG SANCO, EPPO and EFSA 4

2. Impact of EUPHRESCO EUPHRESCO has actively stimulated the national and international focus on the need for trans-national co- operation in plant health research EUPHRESCO has strengthened the focus on plant health and plant health authority needs EUPHRESCO has contributed to better condition of national phytosanitary research programmes 5

National Plant Protection Organisations (NPPO) and COPHS have been actively involved in priority setting of EUPHRESCO activities EUPHRESCO has mapped and analysed national plant health research programmes EUPHRESCO has developed mechanisms, tools and processes for implementing trans-national research EUPHRESCO has tested three different funding mecanisms (virtual common pot, real common pot and a novel non-competitive funding mechanism) 6

EUPHRESCO has shown a way to optimize the limited national funding available for plant health through reduced duplication pooling resources and effective coordination EUPHRESCO has reduces fragmentation of plant health research EUPHRESCO has developed a common research strategy and common agendas EUPHRESCO has influenced FP7 EUPHRESCO has developed a model for longterm network structure 7

EUPHRESCO has been an example/ a model for many other ERA-nets 8

3. Experiences from the Danish Participation in the EUPHRESCO Call 0,5 mill euro allocated from Denmark for the EUPRESCO Call Very efficient and well functioning call secretariat ( low administrative burden for funders) Focused call / very detailed call text Detection and Epidemiology of Pospivioids ( DEP) - Relevant project - Project period (1 year) was to short 9

AMBROSIA: Strategies for Ambrosia control - The project became very relevant in 2009/ Project period 10

4. EUPHRESCO and SCAR (Standing Commitee on Agriculture Research EUPHRESCO must be closely linked to SCAR EUPHRESCO must contribute to the SCAR foresight process (3 rd SCAR foresight exercise). Importance of trade 11

5. EUPHRESCO and JPI (Joint Programming) Europe has launched a major research effort to ensure food security in the face of climate change and rising demand (FACCE–JPI) EUPHRESCO should contribute to FACCE-JPI Climate change has an important impact on transboundary pest and diseases Increase in climate driven emergence of new pests and diseases 12

Agriculture has to cope with higher temperatures, water shortages and unpredictable climate conditions Climate change is among the main challenges to agriculture’s ability to feed the world’s population (9 billion people in 2050) Food demand will increase by 50% in Agriculture research will contribute to the Europe 2020 Strategy 13

6. Conclusions 6.1. EUPHRESCO has been a model for many ERA-nets (coordinations, reporting, call procedures……) 6.2. EUPHRESCO arose from COPHS and have a good connection to stakeholders (EPPO, DG-SANCO and EFSA) contacts with industry must be improved. Keep involvement of NPPO and COPHS) 6.3. Plant Health Research has come into focus. JPI-FACCE will increase the importance of EUPHRESCO 14

6.4. More funding for future calls and more competition among projects are needed 6.5. Keep focus on the management and dissiminition - Virtual Governing Board? How to live with a reduced budget ( from 2,63 mill euro to 1 mill euro) - Long term network 15
