Drought Update to EXCO 08 March 2016

Learning from the Hazelmere experience This is a continuation of the effects of the drought. Lessons learnt must be carried forward.

Communication Very aggressive campaign to create awareness (focussing on water saving tips). Radio – by officials and leadership (mayor) Internal communication platforms (targeting staff). Print media – sponsored articles & media coverage of EXCO & Council meetings. Council structures – presentations to the Infrastructure Committee, EXCO, and Full Council

Voluntary Water Restrictions Voluntary water restrictions were implemented and not much success was achieved. These restrictions were increased in intensity as the dam level dropped until they reached a Level 3 restriction of 30% in October 2014.

Curtailment at the works by Umgeni Water The Hazelmere Water Treatment Plant is being operated by Umgeni Water in such a manner as to only produce sufficient potable water to meet the daily overall quota as determined by the restriction level agreed to. Opening and closing of supply was causing bursts in the system.

Installation of individual restrictors Individual restrictors were installed to effect a 50% curtailment. The restrictors were GPSed so that they can be located later when they need to be removed.

Emergency Pumping Scheme Umgeni Water constructed and commissioned an Emergency Scheme to pump water from the uThongathi River to Hazelmere Dam.

Letter From Umgeni Water A letter was received from Umgeni Water on the 07 th March 2016 advising that supply from the Mgeni System would be reduced.

CURRENT EWS DROUGHT INITIATIVES (Short Term) 1.Installation of flow restricting disks to domestic meters. 2.Pressure reduction to minimum 150kpa at the critical point 3.Interdepartmental JOC and coordination meeting taking place to integrate internal processes around the drought 4.Engagement with the Chamber of Commerce 5.Water conservation notices placed on all utility bills. Non Compliance will be addressed individually 6.Extensive community awareness campaigns is being done to reduce consumption. Regular meetings with Ward Councillors, street pole adverts & radio communications.

CURRENT EWS DROUGHT INITIATIVES (Short Term) 7.Consumers with above average consumption are being identified and addressed individually. 8.Industries with high usage have been personally advised to reduce consumption and alternate supply methods are being formulated. Some have volunteered to haul in water from other supply areas via tankers 9.Short term solution to provide water through tanker service & Jojo tanks. Integrated Infrastructure to meet the new demand. 10.The EWS sachet plant is being replaced with 2 new units.to service areas with high losses. 11.Reuse of grey water for the Waste Water treatment Plants is being investigated for industrial and commercial use and processes. 12.Penalties and fines have been approved by Exco. R500 fine for domestic consumers and R for commercial and industrial consumers.

Way Forward 1.Closely monitor consumption by domestic and industrial consumers. 2.Install restrictors for all consumers with high consumption. 3.Umgeni Water to curtail demand at source. Request Umgeni Water to delay this to allow time for the city to communicate its plans to all relevant stakeholders. 4.As a last resort, implement water rationing.
