Aim and learning outcomes Aim To explore how public health skills can support NHS and joint commissioning following the transition to local authorities. Learning outcomes To be able to analyse, share and define the public health competencies supporting commissioning and to help describe the ‘core offer’ from public health, informing the SW public health transition process.

Public health – the different commissioning roles Public health as a commissioner of NHS Services Public health as a provider of ‘Specialist Support’ and advice for NHS Commissioning Responsibility for the life course as part of H&WB strategy (irrespective of the commissioner) Local authority public health commissioning & joint commissioning e.g. health promotion / healthy lifestyle services Public health intelligence - JSNA, audit, evaluation, primary care information, advice on HTA, etc Public health champion role to influence commissioning in relation to life course & health inequalities

Public health competencies required to support commissioning Exercise: The exercise is designed to explore and analyse the public health skill set and competencies required to support commissioning post transition. Working in groups you will be given a scenario and your task is to describe what public health can offer (the “core offer”) and identify the public health competencies you think are required.

What is the “core offer” and what are the public health competencies required to deliver it? Scenario 1: As part of the public health team within the local authority you are tasked to commission a weight management service. Scenario 2: Your Health and Wellbeing Board is reviewing offender health services. As the public health consultant / DPH you sit on the Board and partners are expecting you to play an active part in the review and advise on what should be expected of commissioners. Scenario 3: You are approached by a Clinical Commissioning Group to support in the commissioning of cardiovascular disease services.

Exercise What is the “core offer” from the Public Health team? How would you assure the quality and consistency of this service across the South West? What defined competencies would you expect practitioners to have?
