Global Health Governance

8 Millennium Development Goals

Oslo Ministerial Declaration (20 de Março de 2007) Meeting of Ministers of Foreign Affairs ( not the Ministers of Health ) of Brazil, France, Indonesia, Norway, Senegal, South Africa and Thailand … We believe that health is one of the most important, yet still broadly neglected, long-term foreign policy issues of our time. Life and health are our most precious assets. There is a growing awareness that investment in health is fundamental to economic growth and development. It is generally acknowledged that threats to health may compromise a country’s stability and security. We believe that health as a foreign policy issue needs a stronger strategic focus on the international agenda. […]

Mechanisms and actors …  International Organisations and Programmes ( WHO, UNAIDS, )  Civil Society ( MSF, … )  UN Special Rapporteur for the Human Right to Health  International norms ( human right to health / human right to access to medicines )  Private sector ( pharmceutical companies … )  HIV / AIDS as a crucial stimulus for the development of the architecture of GHG

New mechanisms - GAVI ALLIANCE (2000) ( Immunisation / vaccination of children against diseases like polio, tuberculosis, yellow fever, etc… ) - DNDi ( Drugs for Neglected Diseases initiative ) (2002) ( development of new drugs and treatments for neglected diseases ) http :// www. dndi. org / about - us / global - partnership. html

GAVI Alliance DNDi Questions: 1) What is the problem these two alliances aim to solve? 2) How did they solve the problem? 3) How would you describe power in these two mechanisms? / How do these two mechanisms exercise power? 4) How would you describe the role of the state, if any?

The Ebola Epidemic of A most deadly virus (no effective treatment) -First cases detected in March 2014 in Guinea -Virus spreads to Sierra Leone and Liberia -Cases are also detected in Nigeria, Senegal and Mali -Infected “Western“ health workers are flown to the US, Spain and Germany -More than 10,000 people die -MSF as the main actor in the crisis -- “Pushed to the limit and beyond“ --

The role of the state The UN only agrees to set up a UN Global Emergency Response in September 2014 involving military, financial aid and international coordination. Why did the states not react much sooner?
