Slide 4 Mainstreaming NSDS into Nigeria Development Plans C. O. Moneke

Slide 5  The government of Nigeria in collaboration with Development Partners in 2009 completed the process of designing a comprehensive National Strategy for Development of Statistics (NSDS)  The strategy is to span over a period of five (5) years (2010 – 2014)  It has a Comprehensive Plan for providing robust and reliable statistics for the implementation of Nigeria vision 20:2020 ( that will make the country one of the twenty largest and leading economies in the world by year 2020)  The medium term implementation plan is embedded within the NSDS  NSDS will cover the entire NSS, bring together all agencies involved in data production across the three tiers of government  It is a strategy that would address the problem of dearth of data across the three tiers of government

Slide 6  NBS has developed a National Strategy for the Development of Statistics (NSDS)  NSDS covers Federal and State producers of statistics and also Local Government council  It will set the agenda for making the National Statistical System one of the foremost and modern knowledge-based National Statistical System in Africa and indeed the world  Each State will have to develop a State Strategy for the Development of Statistics (SSDS) or State Statistical Master Plan (SSMP) peculiar to its statistical system C. O. Moneke

Slide 7 Strategic Goals of NSDS  The following ten strategic goals/objectives were identified to address the weaknesses of National Statistical System in Nigeria under NSDS  Statistical advocacy  Organizational and institutional development  Human resource development  Infrastructural development  ICT development  Coordination of data production processes  Data dissemination  Statistical auditing to ensure compliance with local and international standards  Statistical data quality management  Statistical funding strategy C. O. Moneke

Slide 8 Federal Executive Council (FEC) and National Economic Council (NEC)  The NSDS implementation has received approval of both Federal Executive Council (FEC) and National Economic Council (NEC)  As part of preliminary arrangement to ensure effective design of the NSDS as well as instil a sense of ownership amongst relevant stakeholders, the need for intensive sensitization became pertinent

Slide 9 Federal Executive Council (FEC) and National Economic Council (NEC)  Consequently, series of stakeholders’ workshops and sensitization campaigns of the MDAs’ Management including Honourable Ministers, Federal Permanent Secretaries, Heads of Federal Agencies, and Departments so as to engender acceptability and ownership across the NSS took place.  Indeed, it is pertinent to note that both the MDAs’ Strategy and the State Statistical Master Plan (SSMP) were designed to serve as generic documents for other agencies to adopt taking their peculiarities into consideration

Slide 10 NSDS and National Development Plan  For every Development Plan to be effectively implemented, there is need for robust and reliable statistics that would guide its design and implementation process  Good statistics provide a basis for good decision- making, help governments to identify the best courses of action in addressing complex problems, are essential to manage the effective delivery of basic services, and are an indispensable, core requirement for accountability and transparency

Slide 11 NSDS and National Development Plan  Indeed good statistics are a core component of good governance.  Availability and proper use of good statistics lead to good design, management, monitoring and evaluation of national policy frameworks such as Poverty Reduction Strategies (PRS’s) and for measurement and monitoring of progress towards the Millennium Development Goals (MDG’s)

Slide 12 NSDS and National Development Plan  Clearly therefore, good statistics are part of the enabling environment for development:  They measure:  Inputs  Outputs  Outcomes and  Impact  Provide reliable assessments of key economic and social indicators

Slide 13 NSDS and National Development Plan  Covering all aspects of development from measures of economic output and price inflation, to the well-being of the people  This informed why concerted efforts have been made in recent time to improve on the quantum and quality of official statistics in Developing Countries through the design and implementation of Statistical Strategies
