EXPRESS NEXGEN ACC-R is discussing the need for a follow-on action to EXPRESS or the possibility of continuing re- greening/on-ramping to add new BPAs.

EXPRESS Programmatic Domain Status Protest Status of Re-Greening Corrective Action has been taken as a result of protest(s) filed regarding the re-greening awards made in 2014. Proposals were re-evaluated. As a result of the corrective action, four new BPA awards were made in March 2016. The only remaining action from the 2014 awards is that the Gov’t is still awaiting a decision from the US District Court for the Northern District of AL regarding off-ramping. UNCLASSIFIED

EXPRESS PROGRAMMATIC DOMAIN STATUS March 2016 BPA Re-Greening Awards ACC-R has received several agency-level protests following Award of these four new Programmatic BPAs After evaluating the Protests, we are considering taking some Corrective Action in the next few weeks. We are continuing to hold off issuing any new TORFQs in the Programmatic Domain until that Corrective Action is complete. That is anticipated to occur within the next 30 days. NEW TECHNICAL DIRECTIVE (TD) PROCESS ACC-R has implemented a new TD Process – Pilot Program. The purpose of this new process is to reduce the administrative burden on contracting personnel for ACC-R as well as the contractors. A NEWSBLAST was issued 4/7/16 providing guidance TDs will be issued directly to the contractor by the COR after contract documents are signed by the Contracting Officer.

NEW TD PROCESS During this pilot program, TD will not be issued with the contract document and the contract documents will not specify the Labor Mix. However, the TD # will be specified in the applicable CLIN/SLIN and will be incorporated by reference. Therefore, you will still be responsible to manage the labor mix within the BPA Variance provision and the specified ceilings for labor hours and dollars.

NEW TD PROCESS WE NEED YOUR HELP PLEASE - If you find any work to be outside of the Task Order PWS, the TD should be rejected and returned to the COR and Contracting Officer immediately. You are cautioned that work accepted and performed outside of the task order performance work statement may not be reimbursed because the COR lacks the authority to obligate the Government.

NEW EVALUATION CRITERIA An IPT was established to review and improve the evaluation criteria The IPT was made up of GSA, Legal, Technical, and ACC-R personnel Two-rounds of Industry comments were received and considered The goal was to streamline the evaluation process, enhance competition, and ensure requirements are met. Goal for evaluation is 120 days The criteria is complete and ready for issuance TORFQs should start being issued via GSA E-buy this week

SED SYSTEMS & COMPUTER RESOURCES SUPPORT ACTIONS (SCRS) ACC-Redstone is utilizing the GSA Assisted Acquisition Services program for the procurement of the SED SCRS actions. GSA is the contracting office for all SED SCRS requirements and all SCRS questions should be directed to GSA. General questions and correspondence may be sent to aasd.sed@gsa.gov Industry questions may be sent to Ms. Chanda Tallman, Industry Liaison, Email Chanda.tallman@gsa.gov .

In order to meet Army Directive’s, the Logistics Information Warehouse (LIW) data storage is projected to transfer to DISA sometime in FY18. The current contract will require modification to facilitate the transfer to DISA Labor Portion – LOGSA must revaluate the requirement to identify & separate what portion of the labor requirement aligns with the Data Center & which does not.
