Non-FCAT Teachers – Teacher Level Student Growth Component – 40% Bay District has adopted teacher-level student growth measures for those teachers of courses or areas not covered by value added state assessments. Classroom teachers that will be evaluated using district adopted student growth measures for students assigned to the teacher include: Teachers of K-3 Students Teachers of AICE, IB, AP, DE Students Teachers of Students Enrolled in Adult General Education Teachers of Special Diploma Students (Pre-K – 22) Teachers of Pre-K ESE Students

Special Diploma Students Based on assessment research and a review of disaggregated FAA data for the past several years, a committee of teachers and administrators recommended that a combination of FAA student growth and Brigance Inventory learning targets be used to determine teacher level student growth for the school year. Brigance Inventories have been purchased with RTTT funds and Curriculum Associates will provide the initial training for all teachers of Special Diploma students. It is anticipated that value-added FAA student growth measures will be developed for the school year. ESE Pre-K Students A committee of teachers and administrators reviewed various Pre-K assessments and recommended that Brigance Inventory of Early Development II learning targets be used to determine teacher level student growth for teachers of Pre-K ESE students. It is anticipated that this assessment will continue to be used over the years as Pre-K is not included in RTTT and SB 736. However, Pre-K ESE teachers are included on the Instructional Salary Scale and require annual evaluations. Brigance Inventories have been purchased with RTTT funds and Curriculum Associates will provide the initial training for all teachers of Pre-K ESE students.

Which Students Will Be Counted in the Special Diploma Student Growth Calculations? The student must have been: in attendance 75% of the instructional days (no more than 45 days of excused or unexcused absences), enrolled in a Hospital/Homebound program for no more than 90 of the 180 instructional days, and enrolled in the teacher’s class during Surveys 3 and 4 (Oct. and Feb. FTE).

FAA Student Growth: All students taking the FAA will be grouped according to their primary disability and according to their Matrix Level (253, 254, 255). A range of expected student growth in FAA raw scores over previous year will be established for each group of students based on their 2011 and 2012 FAA performance. Point values (1-4) will be assigned for each student according to the level of performance for each student as compared to the level of performance for similar students in the student’s group. The point values will be added and then divided by the number of students to determine the average point value for the students assigned to the teacher.

This number becomes 37.5% of the teacher’s overall teacher level student growth point value.

Brigance Student Growth: Teacher will assess each student’s reading and math skill level (referring to grade level access points) on the appropriate Brigance Inventory ( Brigance Inventory of Early Development II, Brigance Comprehensive Inventory of Basic Skills II, or the Brigance Transition Skills Inventory) according to the student’s cognitive/developmental level. Teacher will establish reading and math learning targets for each student. Suggested completion date is November 18 (before Thanksgiving break). Teacher will review the established learning targets for each student with the school administrator and a district administrator.

Teacher will review mid-year progress with administrators. Learning targets may be adjusted under extenuating circumstances. Teacher will reassess each student at the end of the school year and determine the percent of learning targets met for each student. A point value will be assigned. The point values will be added and then divided by the number of students to determine the average points for targeted student growth

How Is the Teacher’s Performance Level Determined? Teachers of FAA Eligible Students:  The FAA point value (37.5%) is combined with the Brigance Learning Target point value (62.5%) to determine overall points based on percentages. The resulting point value will be used to determine the teacher’s performance rating when compared to other teachers of Special Diploma students according to an established rubric. Teachers of Special Diploma Students Grades Pre-K-3, Grades 11-12, Young Adults (Returning Graduates):  The Brigance point value will be used to determine the teacher’s performance rating when compared to other teachers of Special Diploma students according to an established rubric.

What If..... The teacher instructs students who take FCAT (Grades 4-10) and students who are Special Diploma students. The teacher instructs students with disabilities grades K-3 or (non- FCAT students) who are not in a Special Diploma track and students who are Special Diploma students. The teacher instructs Special Diploma students who are FAA grade eligible and Special Diploma students who are not FAA grade eligible. Then... The teacher’s level of proficiency would reflect the composite growth of each of the groups in the teacher’s overall student enrollment.
