Moved to tier fees based on horsepower.  Addition of commercial solar power generation schedule. Requires these facilities to obtain permits.  Rule 303 – Miscellaneous Fees  Increased hourly engineering analysis fee from $88 to $100 per hour.  Removed Stationary Agricultural Engine Registration fee schedule and added to Rule 302.  Rule 402 – Fugitive Dust  Addition of details of types and uses of applicable soil stabilizers and dust suppressants.  Addition of PM 10 Air Monitoring option  Addition and revision of definitions
