Business Empowerment Plan Program Overview Amanda Reyna Economic Development Coordinator March 18, 2016

Organizational Background June The Economic Development Department (EDD) was tasked to develop a Bonding Assistance and Mentor-Protégé Program per the Small Business Economic Development Advocacy (SBEDA) Ordinance. September Workgroups were established to develop the Bonding Assistance and Mentor-Protégé Programs and began meeting to provide program recommendations. March Workgroups finalized the framework for the Bonding Assistance and Mentor-Protégé Programs. August City Council approved the programs.

Goals 1.Provide capacity building educational classes to SBEs seeking or awarded a City contract; 2.Provide or recommend a provider for individualized business counseling; 3.Facilitate Mentor-Protégé partnerships which allow SBEs to learn successful business practices from their mentors; and 4.Establish a one-time $2 million pool of funds to be utilized in providing bond guarantees to assist SBEs graduating from the educational component responding to City contracts.

Participant Eligibility Only those who are eligible to benefit from the CoSA SBEDA Ordinance will be able to participate in this Program. Businesses certified by the South Central Texas Regional Certification Agency (SCTRCA) as a Small Business Enterprise (SBE) which are also headquartered or fit the requirements of “significant business presence,” within the San Antonio Metropolitan Statistical Area (SAMSA): – Atascosa – Bandera – Bexar – Comal – Guadalupe – Kendall – Medina – Wilson

Phase I : Small Business Boot Camp Participation Required to enroll in capacity-building educational classes titled Small Business Boot Camp [Phase I] Each participant must attend and complete all classes required by the Mentor-Protégé Program Administrator within 12 months of date of admission to the program Certificate of Phase I completion issued by the administrator *Protégé participants may begin Phase II after the participant has completed the fourth core class *Bonding Assistance participants are expected to initiate contact with LiftFund at the beginning of the Small Business Boot Camp Session

Phase II : The Mentor-Protégé Program Protégés may be matched for a period of 24 months with a Mentor who will provide hands-on industry knowledge contingent on the availability of qualified Mentors. The Mentor-Protégé Program provides guidance and advice to qualifying businesses in areas such as: Accounting Procedures/Financial Management Operations Management Planning Project Management Administrative & Organizational Procedures

Mentor Protégé Component Program Application & Assessment Review Quarterly Reports up to 24 months Mentors complete orientation Meet once per month Participate in Exit survey Eligible for Mentor Protégé Match Follow-up visit At 36 months

Mentor Protégé Matching Policy The matching process of Mentors and Protégés will be based on – Protégé’s needs, as identified in the Protégé assessment – Skills the Mentor possesses, as identified in the Mentor’s assessment – The Protégé may not be an affiliate of the Mentor If the Protégé is unsuccessful in finding a Mentor willing to enter into a Mentor-Protégé agreement the Mentor-Protégé Program Administrator may assist in matching.

Protégé Responsibilities and Expectations Develop a Mentor-Protégé Action Plan addressing: Strategic and tactical steps Description of the resources and/or manpower it is going to commit Timelines and milestones tied to benchmarks *The plan must be completed and submitted to the program administrator with 90 days of signing the Mentor-Protégé Agreement Meet monthly with the Mentor and a minimum of every other month with the Mentor-Protégé Program Administrator: Routinely communicate with the Mentor Regularly request the Mentor to review the Protégé’s business plan and make changes as necessary Document and maintain copies of communications between Protégé and its Mentor Provide copies to the Program Administrator upon request *It is the responsibility of the Protégé firm to schedule and provide notice of Mentor-Protégé meetings to the Mentor firm representative as well as the Program Administrator

Graduation and Re-Entry Once a Protégé has completed the Mentor-Protégé Program, the Protégé graduates and cannot re-enter the Program. Protégé firms can only enter into one (1) City Mentor-Protégé Program agreement Mentor firms may enter into two (2) City Mentor-Protégé agreements simultaneously and have no limit for the number of agreements they may enter into over the duration of the program
