Background  Transport services for health and care represent a remarkable area within the whole system of transport and mobility. Each year 83% of adults and 90% of children are travelling because of health and care reasons, looking for assistance, for health and care professionals, as well as for specific medical need ( H. Statistics of US ); on the other hand, also the mobility of health and care staff appears significant.  2 main issues to be addressed:  Reducing the not necessary mobility in Health & Care sector:  Planning of a better mobility (Tourists, Residents, Elderly moving to South East Europe from Northern Europe), planning the future investments in the Health & Care, to invest and make new hospitals accessible to all the region, in order to have excellence centers in the Adriatic Region that can become always more focused in their excellence and be open to all Adriatic Ionian Area and EU users. 3

Overall Objective  AdriHealthMob aims at developing a cross border model of sustainable and efficient transport service for the health and care sector, in order to improve the mobility of passengers (residents, tourists, users, patients) and to improve the accessibility to health and care services using a more efficient and effective transport system. 6

Specific Objectives  1 To implement a system to collect, systemize and analyze data, information, documents, policies, financial performances and operational strategies, to dispose of statistics to plan the most functional cross border transport model for health and care.  2 To introduce ICT in health and care focusing the mobility across the Adriatic macro-region, in order to integrate, to upgrade, to rationalize and to optimize the different type of transfers.  3 To modernize/adapt existing physical infrastructures making them accessible for health and care by efficient and sustainable transport, in order to rationalize the cross-border mobility and to improve the accessibility to health and care.  4 To promote joint rules, protocols and planning of transport services for health and care, leading to efficient mobility, savings and including health and care needs in development process of transport models.  5 To identify and to map experiences of excellence in the Adriatic region able to match health and care with sustainable transport models, creating a network of innovative mobility accessible at a cross border level.  6 To define pilot initiatives of sustainable transport and to experiment sustainable models referring to those pilots, in order to implement, test and validate innovative solutions of transport for health and care.  7 To provide Adriatic stakeholder and decision makers with proposals, guidelines and recommendations for a sustainable, inter sectoral, integrated and cross border transport strategy for the health and care system. 7

Wp4- Analysis, surveys and studies WP4 aims at providing a better knowledge and understanding of flows, data, information about transport, mobility, routes, services, procedures and area of improvements in the strategic theme; it deals with analysis of:  - the mobility flows of passengers (people in need of cross-border health and care): origins and destination of trips, services needed, volume, features and trends of cross-border health, existing infrastructures and capacity of holding on, provision of transport services for health and care.  - the mobility behavior, reasons, determinants and characteristics of cross-border health mobility: specific health and care needs, travelling assistance and support, equipment and devices to carry with; needs of mobility of health and care users in the Adriatic region; the potentials of health and care sectors in the target area and to map the areas of excellence.  - the network of health and care services able to support the transport available in the cross border health; the existing main road networks and health services/facilities crosscuts; the potential cross-border routes and pathways; the crosscuts between passenger transport investments needs and health sector investment needs. WP4, hence, provides the base of knowledge and understanding to identify needs and priorities, a key step for the integration of transport services with health and care needs, and for the development and modernization of infrastructures for cross-border health flows. 13

14 Wp4- Analysis, surveys and studies Mapping of health Institutions. (For selected Pathologies defining a detailed map of Health centers). Act. 4.1 Mapping of Care Centers (Day Centers, Protected Residences; Health Assisted residences) Act. 4.2 Analysis of Transport Services for Health & Care. Transport (means, e.g. helicopters), transport synergies amongst institutions (e.g. protocols), infrastructures (e.g. airports, roads). It identifies the health pathways of the Adriatic region, with categorization according to special health and care needs. Act. 4.3 Analysis of mobility of patients and cross border health and care flows. Act. 4.4 Agreements & protocols for Continuing mapping & data collection in H&C mobility. Act. 4.5

15 Wp5- Levers for sustainable changes in health and care system mobility. WP5 aims at promoting the implementation of ICT solutions to health and care services, and at introducing sustainable and permanents model of health and care management with strong and effective impacts on transport and mobility schemes. The exploitation of ICT in health and care and in related transport services should be more widely and effectively encouraged, deployed and used (Exploiting the potential of eHealth, Neelie Kroes, May 2013). The challenges that WP5 addresses refer to:  -Interoperability: how eHealth tools and services can work together transport sector and, those together work within and between regions of Adriatic area?  -Research and Deployment: how new programmes (IPA and EU funding) can support and give sustainability to ICT-enabled innovation, on a tailored transport model for health and care?  -Digital Skills: how ICT solutions can contribute to the improvement of digital skills as well as to the improvement of the evidence base of health and of transport models for health and care? ICT represents a key lever for sustainable changes and innovation in the mobility processes for health and care, promoting optimization and rationalization of transport services and system, achieving concrete and operative results (e.g. diminution of CO2, reduction of traffic in main cities and nodes, decrease of pollution and gas emission) in line with the report of the Task Force on eHealth “Redesigning health in Europe for 2020”.

16 Wp5- Levers for sustainable changes in health and care systems mobility. Development of the ICT Resource Centre for Health and Care. It is aimed at making ICT the mean for the implementation of effective and efficient solutions for optimization and rationalization of transport services. Act. 5.1 Development of AdriHealthMob platform for eHealth and eCare. It is a specific area of the ICT resource Centre, providing eHealth and eCare service through distance support for the rationalization of mobility flows. Act. 5.2 Creation of a ICT based Map of cross border health and care routes. Act. 5.3 Electronic patient Summary: models and protocols. Methodology and protocols for the development of the Electronic Patient Summary (EPS), allowing the access to health and care data despite the residence of user/patient. Act. 5.4 Planning of Joint Future investment in Health & Care Sector at Adriatic Regional Level. In the next 10 years all the East Adriatic Countries will be EU Members & investment in the Health & Care are foreseen. Act. 5.5

17 Wp6- Pilot actions  WP6 is aimed at implementing, testing, assessing and validating experimental initiatives devoted to the optimization of transport for health and care. It addresses all project target area, involving airports (directly involved by Ministry of Health at country level) and health infrastructures; pilot actions refer to:  - exploitation of ICT Resources for eHealth and related transport services, also with training about joint interregional solutions to rule the cross border patient/user mobility.  - deployment of “health routes” based on the network of ‘excellent’ centers;  - equipment of health room for passengers/users in airport to receive Medical Lines and other transport/transfer infrastructure;  - implementation of remote control operative center for the integrated system of health care and transport services;  - establishment of a Health Booking System operating all over the Adriatic, inspired by crossborder health and tailored transport.  WP6 consists also in the provision of a set of internal documents for the planning, implementation, monitoring, assessment and impact evaluation of all foreseen pilots, through guidelines, manuals, tools and instruments for the appropriate management of all the experimental activities.

18 Wp6- Pilot Actions Exploitation of the AdriHealthMob ICT Resource Centre. Testing of the web platform: provision of distance learning for professionals, storage and exchange of data, tele-communication with institutions, teleconsultation with professionals Act. 6.1 Equipment of health and care area in airports. Act. 6.2 Cross-border Health Mobility Info Point. Act. 6.3 Tele-monitoring and Tele-control in rural areas. Act. 6.4 Establishment of an Adriatic Health services booking system. Act. 6.5

19 Wp7- Joint and sustainable transport in health and care.  WP7 is aimed at the elaboration of joint procedures and cross-border protocols for a sustainable transport strategy within the health and care sector. With WP7 an holistic strategy is achieved, conceived as guideline for the definition of policies, instruments, networks, models, actors and resources for the effective adoption of a sustainable transport model to apply in the health and care sector. The strategy is defined through the collection of intermediate results and inputs of AdriHealthMob project: it comprises policies and regulations, indication of actors (stakeholder, networks), information, education and awareness processes, exploitation of pilots, contribution of the ICT, needs for investment.  The identification of a strategy allows:  -the introduction of scheme for collection, monitoring and recording of data and information about mobility flows for health and care;  -the promotion of joint, integrated and user-friendly schemes for the planning of transport for health and care;  -the exploitation of ICT solutions allowing to better ‘reach’ the health and care stakeholders;  -the availability of joint rules in the Adriatic cross border area to manage health care services in an integrated way with transport, mobility, infrastructure strategies.  As the Serbian partner leader of WP7 will finish its participation on December 2015, its role will be operatively carry out by Lead Beneficiary, even if its involvement will continue as member of SEETO and SEEHN..
