THE CLINTON PRESIDENCY PAGES 977-981

What were the successes and failures of the Clinton presidency? WHAT WE WILL LEARN TODAY: What were the successes and failures of the Clinton presidency?

THE 1992 ELECTION BILL CLINTON DEMOCRAT GEORGE BUSH REPUBLICAN Bill Clinton was the governor of Arkansas. He widened his appeal during the election by calling himself a “New Democrat.” Clinton moved to the political center by adopting liberal and conservative views. Ross Perot was a Texas billionaire who led a self-funded independent party. BILL CLINTON DEMOCRAT GEORGE BUSH REPUBLICAN ROSS PEROT INDEPENDENT WHO WON THE ELECTION?

CLINTON'S DOMESTIC POLICIES Clinton signed the Family Medical Leave Act, raised minimum wage, increased access to college loans, and expanded tax credits for higher education. Family Medical Leave Act (FMLA) – Law guaranteeing most full-time employees 12 workweeks of unpaid leave each year for personal or health reasons. Clinton appointed his wife, Hillary, to look into a program that could guarantee healthcare for all Americans, but never found the needed support. Maybe we can fix healthcare too?

CLINTON'S DOMESTIC POLICIES In 1993, Clinton oversaw the passage of the Brady Bill, which placed a five-day waiting period on sales of handguns. The bill also required a background check on the buyer as well. PRESS SECRETARY JAMES BRADY UNDER PRESIDENT REAGAN

THE REPUBLICAN'S GALVANIZE The Democrats had controlled the House of Rep. for 58 of the previous 62 years. Republicans rallied around Newt Gingrich and his Contract with America. SCANDALS, IMPEACHMENT, & TRIAL Bill Clinton dodged scandals from his first days in office: Sexual Harassment Suit (Paula Jones) Whitewater Real Estate Scandal Eventually, Clinton was investigated by Kenneth Starr who failed to uncover any conclusive evidence of Clintons’ guilt. During his prosecution Starr began investigating Clinton’s relationship with a WH intern (Monica Lewinsky). Clinton denied under oath that the two did not have an affair. Eventually, he admitted that he lied. Starr recommended impeachment. Impeachment process started, but was acquitted. “I did not have sexual relations with that woman.”

TERRORISM & TROUBLING TIMES In 1993 – a terrorist group called al Qaeda exploded a bomb in the WTC, killing 6 and injuring thousands. Osama bin Laden formed al Qaeda with the purpose of ending American involvement in the Middle East. Al Qaeda set off car bombs at American embassies in Nairobi, Kenya, Tanzania. In 2000, they even bombed the USS Cole – killing 17 American sailors.

TERRORISM & TROUBLING TIMES MEMORIAL: FIELD OF EMPTY CHAIRS In 1995, a truck-bomb explosion outside the Federal Building in Oklahoma City, which left 168 people dead and hundreds more injured. MEMORIAL: FIELD OF EMPTY CHAIRS The blast was set off by anti-government militant Timothy McVeigh, who in 2001 was executed for his crimes. Until September 11th, 2001, the Oklahoma City bombing was the worst attack to take place on U.S. soil.

TERRORISM & TROUBLING TIMES Serbians (Eastern Orthodox) attacked Bosnian (Muslims) and Croats (Catholic). SLOBODAN MILOSEVIC Ethnic Cleansing - Systematic effort to purge an area or society of an ethnic group through murder or deportation. In 1995, Clinton encouraged NATO to bomb Serbian strongholds, which helped bring about a cease-fire. In 1998, violence started again in Kosovo and NATO intervened once again and forced Serbs to withdraw from Kosovo.

TERRORISM & TROUBLING TIMES In 1999 – two teens went on a shooting spree at Columbine High School, killing 13 people and wounded 20 others before committing suicide. The shooting prompted a national debate on gun control and school safety and an investigation to determine what motivated the gunmen.

COMPETING IN A GLOBAL ECONOMY The North American Free Trade Agreement (NAFTA) was passed and allowed for free trade between the United States, Canada, and Mexico. SUPPORTERS OPPONENTS Create a free trade zone in North America. Would force American manufacturers to relocate to Mexico – where wages were lower and environmental controls were not as strict. Create economic growth, reduce prices, increase exports. Hundreds of thousands of American jobs would be lost. Encourage economic investments. Environmental pollution would increase. COMPETING IN A GLOBAL ECONOMY Bill Clinton signed a total of 270 free trade agreements which included: 1. General Agreement on Tariffs & Trade (GATT) 2. World Trade Organization (WTO) The main goal of many of these agreements was to push for reduced tariffs to promote free trade. Critics complain that these agreements favored business interests over environmental concerns and workers’ rights.

BUSH'S AMBITIOUS AGENDA Bush’s domestic priority was education. Congress supported Bush and passed NCLB, which called for improving teacher quality and for making information about schools more readily available to parents. No Child Left Behind Act – Aimed at improving the performance of schools, particularly sanctions against schools not reaching performance standards. Bush pushed a $1.3 trillion tax cut through Congress. He believed the tax cuts would stimulate the economy, but it also increased the federal budge deficits.

THE U.S. IS ATTACKED WAR ON TERRORISM Shortly before 9am on Sept. 11th, 2001 the U.S. was attacked by a foreign enemy for the first time since Dec. 7th, 1941 (Pearl Harbor). 2 planes hit the World Trade Towers. 1 plane hit the Pentagon. 1 plane was heading to the Capitol or White House, but crashed in a PA field. Everyone agreed that the priority should be find and prosecute the people behind 9/11. Bush called this a… WAR ON TERRORISM

AMERICA'S WAR ON TERRORISM The U.S. quickly determined that Osama bin Laden and his al Qaeda network were behind the Sept. 11th attacks. Bin Laden was believed to be hiding out in Afghanistan and was killed in Pakistan by U.S. Navy Seals in 2011. Bush believed that there was an “Axis of Evil” in the world (Iraq, Iran, North Korea). Congress authorized Bush to use American military force against Iraq to: Search for Weapons of Mass Destruction (WMDs) Topple Saddam Hussein’s oppressive regime.

AMERICA'S WAR ON TERRORISM Following September 11th, Congress approved of the following: Patriot Act – Gives law enforcement broader powers to monitor suspected terrorists and detain or deport aliens who were associated with terrorist groups.
