Outline High stakes for developing countries Effective SDT - yes; Blanket exemptions- no Realities of artisanal fishing Some options and resources

The stakes are high for developing countries Affected by developed country subsidies Affected by developing country subsidies too! Need policy space/’room to grow’  Need broad and effective SDT but no ‘blank cheque’

The realities of small scale fishing Changing, dynamic, increasing its physical and commercial reach Fishing in important biologically significant fishing grounds Social and developmental needs require special consideration? BUT subsidies to SSF/AF cannot be considered immune to overfishing and depletion or to the potential harms of inappropriate subsidies Subsidies need to be linked to status of stocks, fleets and management
