During emergencies the department is can deploy approximately 1,000 workers and numerous resources in the event of an incident. Plan, design, construct, operate and maintain Houston’s public infrastructure systems to provide drinking water, wastewater treatment, storm water drainage and streets; establish and enforce the City’s building and development codes; all in a responsive, effective, efficient and responsible manner to serve our customers.

Conduct annual readiness review of rosters, equipment and communication. Conduct quarterly emergency plan reviews Ensure an adequate number of personnel are trained to operate heavy equipment and other specialized equipment. Create/Maintain an active database of personnel and equipment available to respond to any given emergency.

Maintain current maps and plans of government facilities, roads, bridges and utilities. Execute contingency contracts for emergency equipment and services with local contractors and execute agreements with individuals and businesses to borrow equipment. Ensure that priority route plans are established and followed.

Clear roads of debris in order to mitigate damage Restrict access to hazardous areas, using barricades and temporary fencing. Assists with high-water rescue operations Assists other local government agencies as needed.
