KSF Knowledge and Skills Framework The ‘forgotten’ face of Agenda for Change

KSF – The Party Line Will facilitate the development of services to better meet the needs of users by investing in the development of all employees Will support effective learning and development of individuals and teams Will promote equality and diversity for all staff Will structure Personal Development Plans to meet individual need ALL OF WHICH WILL SUPPORT INDIVIDUAL, TEAM AND SERVICE DEVELOPMENT

KNOWLEDGE & SKILLS FRAMEWORK Can be used with current and emerging UK or national quality assured standards or competencies Supportive of the NHS Plans and related developments (e.g. Skills Escalator, Lifelong Learning Framework and the wider HR strategy)

What the NHS KSF is Not  It does not seek to describe what people are like or their attitudes.  It does not describe the exact knowledge and skills people need to develop  It does not determine job pay band

Development Review Guidance  NHS KSF will support development for all staff  Development is personal - linked to own developments against the needs of the post  NHS KSF will be used at recruitment, selection, induction and throughout working life. (Life Long Learning)

KSF and Pay Progression Pay Band Second Gateway Foundation Gateway Incremental Pay Points

Gateways One year before gateway - assess postholder’s current knowledge and skills, agree types of evidence required. Agree PDP to address any KSF gaps. Mid-year interim meeting – monitor progress, identify any gateway issues and set plans to address these. Set date for review meeting. At Gateway – review KSF/PDP to ensure gateway has been achieved. Agree a PDP for the year ahead.

Example MLA - Communication Communication – Level 1- Indicator D Accurately reports and or records work activities according to organisational procedures Example of Application Follows Standard Operating Procedures with senior staff available for reference

Communication – Level 3 - Indicator E Keeps accurate and complete records of activities and communications consistent with legislation, policies and procedures. Example BMS2 - Communication Example of Application Keeps up to date records and logs e.g. maintenance, telephone communication, validation as per standard operating procedures. Maintains own records/portfolio of activity in line with KSF, HPC/IBMS requirements. Contributes to effective communication within the department, and may keep a record of such meetings.

Example BMS4 - Communication Communication – Level 4 - Indicator B Postholder communicates in a a form which is appropriate to the purpose of the communication and its longer term importance. Example of Application Postholder communicates in a form suitable for the department objectives e.g. facilitating meetings to ensure effective communication within the department. Resolving complaints and issues from users. Coordinating staff training and research and development, including contact with educational establishments.

A web-based toolkit developed to help organisations implement and run the Knowledge Skills Framework (KSF) e-KSF It was developed in partnership with the Department of Health in order to facilitate the roll out of KSF to large numbers of staff It is also seen as a key way to enable the monitoring of usage levels of KSF and to provide an easy way for organisations to complete national reporting requirements.

KSF and HPC/CPD – Can they be linked? Yes – to some extent Easy in some KSF aspects e.g. Learning and Development Extracts from seminars/journal based learning would be suitable for both CPD and KSF portfolios. More difficult in some other KSF dimensions e.g. Equality and Diversity – but not impossible. One option, produce separate KSF and HPC/CPD portfolios but use same evidence wherever possible Or, cross reference HPC/CPD material to KSF outlines and fill in any gaps remaining

KSF and the Co-Terminus Scheme How can KSF link with the post-registration specialist portfolio? Within the two years only the foundation gateway is performed – at the halfway point. Suggestions please! On obtaining specialist diploma, many BMS staff will move up to the next band.

CPA MHRA QIS Development and Innovation Dimension Level 3 – Critically evaluates and reviews developments to determine if and how they could apply to own area of work - ties in with MHRA standards e.g. analyser validation. Future links of KSF outlines to existing standards Communication Dimension Level 3 - Keeps up to date records and logs e.g. maintenance, telephone communication – ties in with CPA standards. Learning and Development Level 4 - Design, plan, implement and evaluate learning and development programs – ties in with QIS Standard 3a.2 (Competency and Assessment systems).

KSF is a Fluid Process Change Examples of Application – they are only examples! E.g. Outreach Anticoagulant Clinic BMS HBW7 dimension ‘Interventions and Treatments’ Level3 Plan, Deliver and Evaluate Interventions and/or Treatments Initially, each job title has identical KSF outlines Evolution in process suggests outline diversification
