Definitions : A- Environmental Economics : It is the science that studies the reaction relationship between economics and environment. B- Sustainable Development : It is the progressive actions to increase the level of human’s recourses conjugating with installation of productive projects. C- Sustainable Development concerning Environmental sector : It is to achieve all possible economics development with the conservation of all the natural recourses. it is the right of the coming generation in natural resources investment

II- Sort of Relationship between Environment and Economics : A- Contradiction’s relationship : here there are two situations : 1- No Environmental Degradation with Bad Economics' situation : because of: a- the lack of Integral Management to invest the natural renewable resources b- the lack of good quality of human’s resources 2-Advanced Economics with Environmental Degradation : because of : a-inability of the government to apply the Environmental Standards on private companies. b-Short-term planning for the natural resources

II- Sort of Relationship between Environment and Economics : B- Harmony’s relationship : here there are two situations : 1- environmental and economical degradation because of : a- old industrial’s technologies b- the ignorance of the environmental standards c- low level of human’s resources 2- the Environment and the Economics are advancing all together, this which we considered as a Sustainable Development

III- How can we apply Environmental Economics and ICT as integrated tools in our approach of Sustainable Development ? We can achieve this target through this steps : 1- Estimating the cost of environmental degradation for all sectors (water, land, air,……etc ). as percentage of Gross Domestic Product through : - the scientific methods of the environmental economics - databases which contain all data about pollution of natural resources and its effects on environment - software that depend on the scientific methods of the environmental economics - networks and GIS system to collect and represent the data

III- How can we apply Environmental Economics and ICT as integrated tools in our approach of Sustainable Development ? We can achieve this target through this steps : 2- fined one or more solution to recover the cost of environmental degradation such as convert it to taxes, which must be bayed by degradation’s subjects. 3- showing the estimated figures throw nice advertisements, on target of raising the environmental public education.

The ICT make our planet as small village it very good for us,we who are working in field of Environment Managing and protecting, because our projects always need an international co-operation to achieve its targets. The General Council for Environmental Affairs (GCEA) in Syrian Arab Republic has applied this idea through a lot of projects which are depending at a large rate on the ICT, in co-operation with an international agencies.

The General Council for Environmental Affairs (GCEA) in Syrian Arab Republic has a lot of projects which are depending at a large rate on the ICT, in co-operation with an international agencies. Through ICT projects the GCEA aims to achieve the following : I- Environmental Monitoring II- Environmental Management III- Environmental Awareness which was included in GCEA responsibilities by the Syrian Environmental Law

I- ICT Environmental Monitoring project : The Database of the Programme for the Assessment and Control of Pollution in the Mediterranean region (MED POL) The reference : UN\UNEP\MAP\MED POL MED POL, started in 1975 in The Barcelona Convention as the environmental assessment component of Mediterranean Action Plan (MAP). Currently in its third phase, MED POL focuses on managerial aspects of pollution control and on the implementation of the relevant Protocols (dumping and land-based sources (LBS)). For the specific needs of the MED POL Phase III Programme the development of a new database was initiated in the MED POL unit.. First release of the Database was completed in March 2003, and since then data in standard formats are loaded into the Database routinely.

I- ICT Environmental Monitoring project : Syrian Arab republic singed LBC protocol in And it is now an active member of MED POL network and database. GIS maps show us the MED POL Phase III Monitoring sites in Syria and MED POL countries The database of the Programme for the Assessment and Control of Pollution in the Mediterranean region (MED POL)

II- ICT Environmental Managing project : Establishing a Geographical Information System (GIS) for Integrated Coastal Management Between Jbeil/Amsheet ( Lebanon ) and Latakia ( Syria ) With co-operation of EU / SMAP programme Establishing a Geographical Information System (GIS) in order to identify and specify the environmental risks and economic options of the coastal strip concerned, leading to an action plan for sustainable coastal management

II- ICT Environmental Awareness project : 1- Establishing the Atlas and the Database of the Biodiversity in Syria with co-operation of UNDP

II- ICT Environmental Awareness project : 2- Establishing two movies CD about industrial pollutions with co-operation of UNIDO Murder club : the president of this club describe its members ( every one who pollutes the Environment ) Tomorrow : a row of people are waiting for each turn to sit in unreal garden ( our tomorrow if we continue damaging our real nature )
