The International Plant Protection Convention (IPPC) ISPMs adopted in 2008 and draft ISPMs proposed for adoption in 2009 Julie Aliaga, International Standards Program USDA APHIS PPQ

Outline I.ISPMs adopted in ) ISPM No.30 “Establishment & Maintenance of ALPP for FF” 2) ISPM No.31 “Methodologies for Sampling of Consignments” 3) Amendments to the Glossary (ISPM No.5) 4) IPPC Recommendation No.1 “Strategies to Reduce or Replace MB”

Outline II. Draft ISPMs for adoption in ) Revision of ISPM No.15 2)Categorization of commodities according to their phytosanitary risk 3)Annex 1 to ISPM No. 26, Fruit Fly Trapping 4)Revision of ISPM No. 5, Glossary 5) Terminology of the Convention on Biological Diversity in relation to the Glossary 6)Structure & Operation of PEQ facilities 7)Pest Free Potato Micropropagative material and Minitubers for international trade

I. ISPMs adopted in ISPM No.30 “Establishment and Maintenance of Areas of Low Pest Prevalence for Fruit Flies (Tephritidae)” -Complements ISPM No.22 Requirements for the establishment of ALPP -ALPP areas can be utilized as pest risk management measure alone or as part of a systems approach -Facilitate trade of FF host products -Minimize the spread of regulated FF in an area

I. ISPMs adopted in ISPM No. 31 “Methodologies for sampling of consignments” - Provides statistical basis for inspection of consignments moving in trade -Essential tool for pest risk management -Sampling can be applied to inspections and testing -Explanatory document will follow

3. Amendments to the Glossary (ISPM No.5) New terms - Bark: the layer of woody trunk, branch or root outside the cambium. -Debarked wood: wood that has been subjected to any process that results in the removal of bark (debarked wood is not necessarily bark-free wood) -Bark-free wood: wood from which all bark, except ingrown bark around knots and bark pockets between ring of annual growth, has been removed. Deletions -authority; biological pesticide (biopesticide); classical biological control; establishment (of a biological control agent); exotic; import permit (of a biological control agent); introduction (of a biological control agent); micro-organism; specificity.

4. First IPPC Recommendation – National Strategies for Replacing or Reducing the use of MB - Guidance to NPPO to reduce MB emissions into the atmosphere -Physical means -Viable treatment alternatives -Encourages NPPOs to work with the country’s National Ozone Unit (Montreal Protocol)

Drafts on the “Special Track” Formal objections to drafts on special (fast track) process: Diagnostic protocol for Thrips palmi 14 Irradiation treatments

II. Draft ISPM for adoption in Revision of ISPM No.15 - Clarification of Scope -Detailed guidance on marking and changes to the mark

1. Revision of ISPM No.15 Guidance on reused, repaired, and remanufactured WPM -Repaired: less than 1/3 of the components in a unit replaced -Remanufactured: more than 1/3 of the components in a unit replaced -Reused: WPM treated and marked in accordance with the standard.

1. Revision of ISPM No.15 - Addition of bark tolerance -Guidance on actions following non-compliance Length Width

1. Revision of ISPM No.15 -Guidance on treatments -Bark removal as treatment

II. Draft ISPM for adoption in Categorization of commodities according to their phytosanitary risk -Guidance for NPPOs on how to categorize commodities according to their phytosanitary risk -Stages of categorization

2. Categorization of commodities To categorize commodities, consider: 1) Method and degree of processing - not capable of harboring or spreading pests - capable of harboring or spreading pests - not processed at all

2. Categorization of commodities 2) Intended use of the commodity - Consumption - Planting - Further processing

II. Draft ISPM for adoption in Trapping procedures for Fruit Flies -Annex to ISPM No. 26 (Establishment of PFA for FF) -Describes the most widely used trapping systems and procedures. -Provides detailed information for trapping surveys under different scenarios of pest population

3. Trapping procedures for Fruit Flies Interaction of the three types of trapping surveys and the five control situations Control situations Trapping surveys No control Suppression Eradication of Exclusion Eradication of established incursion population (FTD>Suppression) (FTD>Eradication) (FTD~0) (FTD=0) (FTD~0) Monitoring A B C Detection D Delimiting E FTD = flies per trap per day.

3. Trapping procedures for Fruit Flies Trapping systems for Fruit Fly surveys Components: -Attractants and lures -Killing agents -Devices for trapping -Procedures for use of the traps Trap densities

II. Draft ISPM for adoption in Pest Free Potato Micropropagative Material and Minitubers -Guidance on the production, maintenance and certification of pest free potato micropropagative material and minitubers intended to be moved in international trade. -It does not apply to movement of field-grown seed potatoes or potatoes intended for consumption or processing.

4. Pest Free Potato Micropropagative Material and Minitubers - Use only authorized facilities -Exporting country responsible for auditing -Importing country responsible for the Pest Risk Analysis -Pest risk management

II. Draft ISPM for adoption in Structure and Operation of Post-Entry Quarantine Facilities -General guidelines for the design and operation of PEQ facilities. -Four containment levels specified (PEQ1 to PEQ4).

5. Structure and Operation of Post-Entry Quarantine Facilities General Requirements -NPPO determines PEQ containment levels -PEQ facilities

II. Draft ISPM for adoption in Amendments to ISPM No.5 (Glossary) New terms and definitions - Incidence (of a pest): “Proportion or number of units in a sample, consignment, field or other defined population that is affected by a pest”. - Tolerance level (of a pest): “Incidence of a pest that is a threshold for action to control a pest or to prevent its spread or introduction”. - Phytosanitary Security (of a consignment): “Maintenance of the integrity of a consignment and prevention of its infestation and contamination by regulated pests, through the application of appropriate phytosanitary measures”. - Corrective action plan (in an area): “Documented plan of phytosanitary action to be implemented if a pest is detected or a specified pest level is exceeded in an area officially delimited for phytosanitary purposes”.

6. Amendments to ISPM No.5 (Glossary) Revised terms and definitions - Compliance procedure (for a consignment): “Official procedure used to verify that a consignment complies with phytosanitary import requirements or phytosanitary measures related to transit”. - Intended use: “Declared purpose for which plants, plant products or other articles are imported, produced or used”. - Reference specimen: “Specimen (which may be a culture) from a population of a specific organism conserved in an accessible collection, for the purpose of identification, verification or comparison”.

II. Draft ISPM for adoption in Terminology of the Convention on Biological Diversity in relation to the Glossary (Supplement to ISPM No5) - Initiatives to address protection of the environment & biological diversity taken within IPPC framework. -ISPM No. 11 adjusted to ensure it covers risks of pests affecting the environment & bio diversity. -Need for relevant terminology for use in ISPMs. -CBD and IPPC: based on different concepts.

Terminology of the CBD in relation to the Glossary (Supplement to ISPM No5) - Alien species -Introduction -Invasive alien species -Establishment -Intentional introduction -Unintentional introduction -Risk Analysis
