Phytosanitary Working Group Mission Harmonization of Phytosanitary requirements for the movement of seed within and external to the Americas. Objectives1. By December 31, The Southern Cone Phytosanitary Committee (COSAVE) has included in their working agenda the discussion of adopting a regional plant protection standard for the movement of the seeds. 2. By December 31, The North American Plant Protection Organization (NAPPO) and the Southern Cone Phytosanitary Committee (COSAVE) (by Dec 31, 2014) have adopted a regional plant protection standard for the movement of the seeds in the Americas. 3. By December 31, A Pest List has been developed for the Americas 4. By December 31, SAA is actively advocating for the regional plant protection standard to be adopted at the international level. 5. By December 31, Improved process for PRA – Industry cooperation and interaction with NPPO for PRA Outputs Outcomes

Goal #1: To have COSAVE include adoption of a Seed RSPM on their agenda for discussion ActionResponsibleDue Date 1.Determine COSAVE agenda for meetings and request clarification of their position on a regional seed standard. 2.Supply a copy of draft NAPPO Seed Standard to COSAVE for consideration 3.Conduct analysis/comparison of ISPM’s 7 & 12 (old versions to new versions) to identify deficiencies that would be addressed by a seed standard (NAPPO Std.) 4.Present analysis to COSAVE at appropriate venue 5.Evaluate COSAVE response and determine next steps 6.NSAs to lobby NPPOs to support Seed Standard (RSPM) R. Goal #2 & #4: NAPPO and COSAVE adopt an RSPM for seed and support for ISPM ActionResponsibleDue Date 1.Industry to lobby USDA, SAGARPA and CFIA to support NAPPO activities in order for NAPPO to have the ability to continue its standard setting activities.
