Presentation transcript:

The Global Partnership for Safe and Sustainable Agriculture EUREP GAP © Introduction to the issue (1) A large number of plant diseases are today “orphan” from any legal plant protection solutions: they are the so-called unprovided uses Advisers, PMO, Authorities, CB, and even retailers know that growers cannot afford to lose their crops: series of non- authorized treatment can however be considered as legitimate. The “taboo” connotation of this issue prevent a correct assessment, quality wise as well as quantitative wise. Unprovided Uses

The Global Partnership for Safe and Sustainable Agriculture EUREP GAP © Unprovided Uses LEGAL LEGITIMATE Half of the fruit and vegetables available on the market potentially do not totally comply with the plant health legislation : method of application, disease at stake, etc. without representing a breach of GAP or a threat for consumer health Introduction to the issue (2) ILLEGITIMATE

The Global Partnership for Safe and Sustainable Agriculture EUREP GAP © Unprovided Uses Impact of this issue on EurepGAP & other stakeholders Legal risks (mainly for producers) Communication risks (producers, PMO, Authorities, CB, QMS) Misunderstandings between suppliers and retailers Threat to sustainibility, integrity and transparency of EurepGap Unfair competition Threat to global ( positive and healthy) image of Fruit & Vegs

The Global Partnership for Safe and Sustainable Agriculture EUREP GAP © Unprovided Uses Objective of the discussion Address openly the “taboo” issue, act in transparency and reduce unnecessary tensions Decrease legal and mediatic risks Make a clear distinction between legitimate and illegitimate treatments “Draw the line” collectively and in an orderly manner to prevent individual and uncontrolled deviation Work within a philosophy similar to the “off label use” Provide a strict and workable framework, to allow sanctioning cheaters. Involve public authorities, PPP Industry, CB, NTWG in the process Give a clear indication to all stakeholders that a positive solution is possible

The Global Partnership for Safe and Sustainable Agriculture EUREP GAP © Unprovided Uses (List practical solutions/approach to be taken by EurepGAP or other stakeholders) Complete proposal in attached doc : 0706UsMin.doc 0706UsMin.doc Main details : -An Organisation of growers to endorse the juridical responsibility -Specific collective procedure : written advice, specific registration form… -Specific analyses schedule and respect of MRL -Homologation procedure in progress -Homologation already existing on similar diseases and similar crops -Communication to CB This proposal clearly involves other stakeholders than EurepGap : -Authorities and PPP Industry : homologation in progress -PMOs : juridical responsibility, specific procedure, analyses schedule
