Legalization of Building Maintenance Act in Korea

The primary goal of enactment is expending buildings life, physically and socially. As the architectural experts who obtain the qualifications inspect buildings regularly after building completion, it could be secure the structural safety and prevent a disaster caused by illegal alteration of purpose of use. The act enforced from July 18, Aim of Legalization of Building Maintenance Act enactment

1.Inspection building cases a. total floor area over 5000 square meter buildings of the multi-use facilities below - cultural, assembly facilities - religious facilities - sales facilities (retail and whole sales) - transportation facilities - medical facilities including general hospitals - accommodation b. complex buildings over 3000 square meter total floor area c. publicly used business buildings by ordinance d. over 16 stories buildings Contents Legalization of Building Maintenance Act

2. Obligor of inspection - building owners, building superintendent or building maintenance company 3. Inspectors - registered architects - construction supervision company - specialized institution of safety inspection 4. Inspection period once in two years after ten year from building completion

1. Site - draining of rainwater - safety of the ground - landscaping confirm with drawing 2. Height and shape - the building-to-land ratio - floor area ratio - limit line of structure - distance length from adjacent land - building height (limit line of right of light, setback regulation from load width) Inspection Checklist

3. Structural safety - inspect of load change by building repair - inspect of load change by alteration of the purpose of use - inspect of cracks in principal structural parts and safety 4. Fire safety (evacuation, fire prevention) - inspect of fire escaping equipment operation - secure of evacuation passage in stairs, corridor, exit, and roof - conformance with original drawings in fire partition, partition walls, fire-resistant construction, interior finish, and basement maintenance.

5. Architectural design - air conditioning and heating system - plumbing system - smoke eliminating and ventilation system - lightning arrester equipment - broadcast and communication equipment - electric equipment - elevator

6. Energy saving and Green architecture management - review prevent heat loss in article 91, section 3 of enforcement ordinance - certificated green buildings - applied energy saving design standard buildings - applied energy efficiency rate buildings - used 15% construction wastes and recycling buildings in framework - complied equipments standard of architecture standard - complied hear transmission coefficient and insulation thickness - complied air seal performance standard at doors and windows - installed vapourproof layer - improvement energy efficiency in deteriorated buildings - maintaining green building certification - maintaining intelligent building rate

The regulation provide criteria; 1. Selected the inspectors for building maintenance by the law. 2. Established standard of service price for building maintenance. 3. Provided maintenance checklist by items in inspection 4. Imposed charge for compelling the performance as for non-compliance by architectural law article 79 and 80 Essential changes after revision
