Skills and Competence Setting the scene –UK paper Sector  History of long serving employees.  An ageing workforce in the majority of Paper Mills.  Skills gaps appearing through retirement and restructuring particularly at Operator levels.  Attracting and developing new talent in our operational areas is vital to the future success of the papermaking industry in the UK.  Employers reporting barriers to training suggest that available training is not always relevant, affordable, operationally feasible.  Greater employer involvement in designing and commissioning training is required. 2

Future Skills & Competence Training for the future should have a Key focus on machine operators to; Be technically competent Be have knowledge & understanding of the process Be able to problem solve Be first line response for engineering tasks Be aware of and contribute to continuous improvement. Key Behaviours; The required attitudes, behaviours and interpersonal skills associated with the professional workplace Active promotion of positive safety behaviours at all times The ability to work effectively as an individual and as part of a team. Proactivity in finding solutions to problems A commitment to quality and continuous improvement A recognition and appreciation of equality and diversity in the workplace The ability to handle change and respond to change management processes. Main focus to achieve technical and operational development of our people whilst retaining the capability to deliver leadership, management, engineering and other business skills in the sector. 3

Sector Education and Training Provision CURRENTLY × Fragmented communication and lack of awareness of available & relevant training and development within the employer group. ×Lack of co-ordination for sourcing and provision of appropriate Education and Training. × Colleges no longer support Academic Papermaking courses. CPI has training links through Proskills and PAA V-QSET. A few independent training and technical associations remain focussed and dedicated to providing a good standard of technical Papermaking training. Employers can easily access, Leadership and Management, Supervisory Skills, IT and Engineering Training. FOR THE FUTURE Improve co-ordination of training provision across the sector. Improve communication of available training within the sector. Employers to take a more proactive role in the design and development of appropriate training in line with the Trailblazer apprenticeships promoted through government policy. Available training and development designed to meet the needs of employers whether a large employer or an SME. Operator training a key focus to attract talent and to fill skills and knowledge gaps. Development of Papermaking Apprenticeship supported by government funding 4

Education and Training Developments in the UK.  In October 2013, the Government published its further reform programme, The Future of Apprenticeships in England’, which set a greater emphasis on;  Increasing the quality of apprenticeships  Put employers in the driving seat  Simplifying the system  Giving employers purchasing power  Funding provided by the Government to contribute  Since the introduction of reforms there have been 2.2 million apprenticeship starts since 2010 and a commitment to 3 million more starts over the life of this parliament across industry in the UK. 5

UK Paper Industry Trailblazer Apprenticeships  The Paper Industry Trailblazer initiative began in July 2014 with a meeting of employers from Print, Corrugated and Paper together with UNITE, CPI and The Printing Charity.  Overall in agreement that a review of our Industry Apprenticeships is key to attract potential employees and development of a workforce competent to perform in the future.  Acknowledgement that the age profile across the Paper Industry (long serving ageing population) is impacting on the retention of skills and knowledge within the industry.  Agreement that the Trailblazer Initiative provided employers, across the industry, with an opportunity to work together with others to establish standards for development of skill and knowledge required for the industry in the future. 6
