PAR (including Decentralisation) AAP ? Why? - Decentralisation shall make citizens come closer to decision making process – more accountability. Pre-requirements - Comprehensive long term strategic document overarching Public Administration Reform as a whole (central and local levels) - Political will for the effective transfer of powers enabling local level with a sufficient level of autonomy. Risks - Failed decentralisation process can led to increase of corruption as well as undermining democratisation.

Transparency and Accountability in Public Service Management AAP 2015 Under discussion

Police reform

Overall objective The overall objective of the programme for a Budget Support to reform of the Police in the Republic of Moldova is to ensure the rule of law, enhancement of public order and security and protection of human rights through the development of an accessible, accountable, efficient, representative, transparent and professional police force.

Purpose: To strengthen accountability, efficiency, transparency and professionalism of the police force; To ensure the fair, efficient and effective enforcement of the law through the application of a rights-based approach to policing; To reinforce the capacities of Police to participate in the fight against organised crime, human trafficking, cybercrime, drugs and armament smuggling, counterfeiting and money laundering; To set-up a modern, trained and equipped police service in line with best EU and international standards and practices able to proactively respond in an equal manner to the needs of citizens and society as a whole; To promote and implement the principle of zero-tolerance to corruption and ill-treatment in the law enforcement sector.

Expected results -Police force is well-trained and equipped, accountable, efficient and professional; -Modern human resources management policies and planning and coordination systems for efficient use of resources developed and implemented; -The process of pre-trial investigation and prosecution is streamlined; -High level of integrity of the personnel secured, i.e. corruption in the law enforcement sector is significantly reduced; -Community policing, Intelligence-led policing (ILP) and Police Equal Performance (PEP) concepts developed and implemented; -Human rights-based approach to policing streamlined; -Public safety capabilities enhanced, including by reorganization of Carabineer Troops and decentralization of tasks and duties; -Capacities of Police to participate in the fight against organised crime, human trafficking, cybercrime, drugs and armament smuggling, counterfeiting and money laundering strengthened.

Civil Society Support

Objectives To support the civil society in actively participating to the decision and policy making process and policy implementation, and to enhance the domestic political and financial transparency and accountability To develop the internal civil society capacities, including the ability to organize and coordinate themselves in line with EU standards and the country European commitments

Expected results Internal Capacity of CSO at central and local level improved significantly Overarching CS consultative body functioning CS's oversight, participatory governance and democratic accountability are regular CS activities Moldova takes advantage of the AA and DCFTA in terms of Employment and business development

Proposed action: direct support to Civil Society Direct support to Civil Society Organisation Call for proposal aiming at supporting small CSO's projects (sub-grants) in the field of : 1.Good governance 2.Social and economic social development

Proposed action: Technical Assistance Reinforcing civil society global capacities Technical Assistance to strengthen Civil Society capacities at central and local level by: 1.Strengthening the CS in general 2.Supporting to CSO to implement EU grants 3.Structure the CS's EU related involvement
