ASEAN’s Humanitarian Response following Typhoon Haiyan in the Philippines (as of 18 Nov 2013)

Therefore, prior to the Typhon Haiyan made its first landfall in the Philippines, a series of actions were already conducted by the AHA Centre 05 TUESDAY Timeline The typhoon is being monitored through DMRS, PAGASA and news Information being disseminated through social media AHA Centre EOC Level activated to Yellow Alert ASEAN Emergency Rapid Assessment Team (ERAT) notified Confirmation from ERAT members from Brunei ready to be deployed AHA Centre Flash Update No.1 issued to all of ASEAN National Disaster Management Organisations (NDMOs) AHA Centre team from Jakarta and ERAT from Brunei arrive and stand by in Manila and one team member deployed directly to Tacloban Coordination with NDRRMC of the Philippines conducted Flash Update No.2 issued to ASEAN NDMOs ICT equipment tested and set up in Tacloban Disaster Emergency Logistic System for ASEAN (DELSA) in Subang, Malaysia activated FRIDAY WEDNESDAY 07 THURSDAY Assisted Office of the Civil Defense (OCD) in Tacloban in communicating the situation to the national level (NDRRMC and others) Situation Update (Form 2) No. 1 issued to ASEAN NDMOs RED Alert in place Actions

Day 1 Immediately after the disaster, a series of actions were conducted… 1 st hour in the affected area -TACLOBAN AHA personnel in Tacloban set up communication equipment to open up communication Assisted and provided communication equipment to OCD Region 8 to immediately inform the situation in Tacloban to the NDRRMC Coordination with NDRRMC in Manila ASEAN Team consists of 4 personnel:1 AHA Centre, 2 ERAT from Brunei and 1 personnel from APG, flew from Manila to Cebu (staging area) Situation Update No. 2 issued by AHA Centre Day 2 All team members, 5 personnel, were in Tacloban Coordination with OCD Assessment conducted Key Actions Position of ASEAN Team in Philippines 1 person in Tacloban 4 persons in Manila 1 person in Tacloban 4 persons in Cebu All team members are in Tacloban

Within a few days, resources from ASEAN being mobilised COUNTRIESRESOURCES BEING MOBILISED Brunei Darussalam -2 ASEAN – ERAT deployed on 7 November Friday, 15 Nov 2013: CN 235 planes (ETA 14:45) and Navy Cargo Ship (ETA 18 November 09:00) carrying 27 tons of food, water, medicine, cooking tools to Tacloban -With assistance from AHA Centre, handed over 8.3 tons of rice and 33,500 bottles of water Cambodia -Pledge of USD 100,000 cheque to Philippines Government

Within few days, resources from ASEAN being mobilised ASEAN MEMBER STATERESOURCES BEING MOBILISED Indonesia -USD 1 million in cash -3 flights of C-130 (ETA 14 Nov 09:00) carrying 39 tons of relief items: foods, blankets, tents, generator, worth USD 1 M to Cebu -3 flights of C-130 (ETA 18 Nov) carrying 11 tons of relief items arrived in Roxas -The flights serve 7-days (18 – 25 Nov) relief transports to affected areas Malaysia -1 C-130 plane (ETA 13 Nov) carrying food, tarpaulins -14 – 16 Nov, 1 C-130 each day, bringing additional supplies, equipment to build field hospital, 40 medical personnel -Starting from 18 Nov: field medical hospital at Tacloban airport and mobile medical service

Within few days, resources from ASEAN being mobilised ASEAN MEMBER STATERESOURCES BEING MOBILISED Singapore -2 SCDF personnel in UNDAC team -SGD 200,000 from Government of Singapore to Singapore Red Cross -Wednesday 13 Nov and Thursday 14 Nov: 2 C-130 brought medical supplies, blankets, ground sheets, and helped transporting civilians and relief personnel between Visayas and Manila Thailand -Public fundraising, 2.7 M THB. Today (18 Nov) will be handed over to the Philippines Embassy in Bangkok -1 C-130 will depart tomorrow 19 Nov with relief bags, tents, and water purification powder -2 Navy ships carrying emergency supplies (water, rice, foods, medicine) -Royal Thai Army will assist in recovery and reconstruction phase -Ministry of Public Health will send medical team

And in the pipeline … AHA Centre Thailand AS OF TODAY, 18 NOVEMBER 2013, OVER 100 TONS OF FOOD 15 PLANES, 3 SHIPS, 40 MEDICAL TEAM AND MORE TO COME Delivery of DELSA stockpiles (2 office prefabs, 1 mobile storage unit, 10 tents, 1 generator, office supplies, 1 forklift) to establish temporary office and relief goods storage for OCD operations in Tacloban city. Schedule: 19 Nov navy ships, 1 C-130 plane to depart tomorrow, 19 Nov 2013
