UNCLASSIFIED Purpose of MPAT TE Workshops Amongst the 31 MPAT Nations: Improve Speed of Multinational Crisis Responses; Improve Multinational Force Interoperability; Increase CTF Mission Effectiveness; Improve Unity of Effort; Become familiar with and test common Multinational Force Standing Operating Procedures (MNF SOP) for MNF HQ; and Strengthen and Practice Common Crisis Action Planning Procedures. 3

UNCLASSIFIED Goals, End State and Objectives of TE 28 Overall Goals and End State of TE 28: Government of Nepal, Nepalese Army, the Humanitarian Community and Assisting MPAT Nations’ Forces conduct a disaster management / emergency response planning exercise in order to: a.Enhance understanding; b.Improve coordination and effectiveness; and c.Identify gaps and needs associated with major natural disasters in Nepal. By the end of this exercise, all agencies and actors will be better prepared to respond to future disasters in Nepal. 4

UNCLASSIFIED 5 Objectives of TE 28: Familiarize participants with natural disaster hazards of Nepal and with relevant national and international Disaster Management / Emergency Response (DM/ER) mechanisms. Develop an understanding of the needs, available national and international capabilities, lessons learned and best practices, gaps and support requirements of the scenario. Practice disaster response procedures, and review and identify improvements to coordination mechanisms to facilitate effective future response. Identify follow-on, recommended actions for national and international stakeholders. Goals, End State and Objectives of TE 28

UNCLASSIFIED TE 28 Participant Deliverables In coordination with the Government of Nepal (GoN), Nepalese Army and Humanitarian Country Team (HCT): Conduct Mission Analysis of MPAT Nations’ operations in support of the Government of Nepal’s disaster response; Engage in Execution Planning for MPAT Nations’ operations in support of the Government of Nepal’s disaster response; Out brief to Senior Officials on the Disaster Response Operations Plan; Identify gaps and make recommendations for improvement to GoN and HCT plans for international military support to a natural disaster response in Nepal; and Identify gaps and make recommendations for improvement to the MNF SOP. 10
