w w w. a u d i t 0 6. f i INTRODUCTION TO ENERGY AUDITING

w w w. a u d i t 0 6. f i Introduction to Energy Audits Terminology is not the key issue – it varies –energy audits, assessments, surveys, studies… The key issue is methodology –to obtain adequate knowledge on the existing energy use –to identify the potential measures and pick up the feasible ones –to report the findings in such manner that the end-user can make a decision to initiate implementation Energy auditing has a long history with good results but –the tool can be improved and the use of the tool broadened –the method itself is field tested and proven to be effective –a lot of experience exists and we can and should share it better

w w w. a u d i t 0 6. f i International co-operation since 1995 IEA Expert Meeting in New Jersey in 1995 (IEA & DOE) to launch “International exchange of audit program experience and results” –14 countries present but we were not able to get it started then EU SAVE Program Project “AUDIT” (AT, FI, GR, N) –Country Reports on energy auditing from 15 EU Member States –19 EA Programs, 33 Other Programs and 33 Other Activities with EAs AUDIT´99 Conference in October 1999, Turku, Finland –100 participants from 20 countries – commitment to continue EU SAVE Program project “AUDIT II” (also F and PT) –Total of 27 detail Country Reports and 5 Topic Reports –16 EA Programs, 40 Other Programs and 33 Other Activities with EAs –A Guidebook for Energy Audit Program Developers

w w w. a u d i t 0 6. f i Large Area of Applications Buildings – traditional targets –small and large, existing and new –all sectors: residential, service, industrial, public and private Industry –core processes, process service systems, building systems Energy production –heating plants, power plants, distribution networks –energy production efficiency, plant´s own energy use –distributed generation, co-operation between industry and municipalities Transportation –transport fleets, transportation chains Other consumption –street lighting, water treatment plants…

w w w. a u d i t 0 6. f i The Conference Objectives: Improvement of Existing Energy Audit Programs Integration of Renewable Energy Sources in Energy Audits Ensuring the Continuity of International Co-operation in the Field of Energy Auditing International Energy Audit Program (IEAP)

w w w. a u d i t 0 6. f i CONFERENCE DECLARATION

w w w. a u d i t 0 6. f i Lahti Declaration General aims: -To express general opinions from the participants -To stress the importance of energy efficiency and renewable energy in the global work for climate change mitigation and for sustainable development -To encourage governments and other organisations to enhance their activities on energy efficiency and renewables

w w w. a u d i t 0 6. f i Lahti Declaration 1We are committed to intensify our work to promote energy efficiency and the use of renewable energy 2We emphasize the multiple benefits of increased energy efficiency and the use of clean renewable energy sources 3We underline that the energy auditing procedure is one of the key methods to improve energy efficiency. The promotion of the use of renewable energy can and should be a part of energy auditing 4We encourage governments to create and further develop their own energy audit programmes

w w w. a u d i t 0 6. f i 5We agree to share and adopt the experiences on the existing practices on energy audit methodologies 6We recognise that our aim to improve energy efficiency and to promote the use of renewable energy requires the implementation of investments 7We recognise that government policies have a significant impact on the level of energy efficiency and the use of renewable energy 8We emphasise the need for enhanced international co-operation for capacity building in developing countries Lahti Declaration

w w w. a u d i t 0 6. f i 9We share the view that the development and implementation of an International Energy Audit Programme could be an effective next step in the work to develop global energy audit activities 10We underline that efficient coordination with major international financing institutions, (like the World Bank Group), would play an essential role in the implementation of the programme. 11Similarly, other relevant international organisations (like the United Nations, the International Energy Agency and the European Union), should have important roles to play. Lahti Declaration
