HLA Evolved PDG Meeting 06S SIW The HLA Evolved Effort Updating the current IEEE series of technical specifications for HLA All IEEE products must be reviewed every 5 years and either reaffirmed, opened for revision and re-balloted, or retired Two major sources of information led us to start the process before the 5 year period expired: - Over 200 interpretations (clarifications and minor fixes) by the US DoD since the IEEE standards were established - Dynamic Link Compatible Application Programming Interface (DLC API) standardization within SISO provides a mechanism to give HLA federates RTI portability

HLA Evolved PDG Meeting 06S SIW Goals for this PDG Meeting To the maximum extent possible, bring all Round 3 comments to resolution Where not possible, identify the plan to bring all comments to resolution by Euro SIW Set a schedule that moves us to balloting in as expeditious manner as possible while maintaining an open, thorough process.

HLA Evolved PDG Meeting 06S SIW Voting Rules The minimum criteria for PDG membership shall be registration on the SISO reflector established for the PDG. A minimum of a five-person quorum is required to conduct a vote. 75% consensus of members voting (Yes or No; an abstention does not count as a vote) is required to approve a motion. If a 75% consensus cannot be reached, the issue is moved to an electronic vote. If fewer that 67% of the members present vote (Yes or No; an abstention does not count as a vote), the issue shall be moved to an electronic vote.

A3Agree with comment but implementing alternative resolution A4Adopt with changes in order to be compatible with other comments A5Adopt, Duplicates Comment xxx. HIHold requesting more information. The person making the comment has been requested to provide additional information to explain or support the recommendation. The comment is held over to the next draft of the product. HLA Evolved PDG Meeting 06S SIW Patents IEEE standards may include the known use of essential patents and patent applications provided the IEEE receives assurance from the patent holder or applicant with respect to patents whose infringement is, or in the case of patent applications, potential future infringement the applicant asserts will be, unavoidable in a compliant implementation of either mandatory or optional portions of the standard [essential patents]. This assurance shall be provided without coercion and prior to approval of the standard (or reaffirmation when a patent or patent application becomes known after initial approval of the standard). This assurance shall be a letter that is in the form of either: a) A general disclaimer to the effect that the patentee will not enforce any of its present or future patent(s) whose use would be required to implement either mandatory or optional portions of the proposed IEEE standard against any person or entity complying with the standard; or b) A statement that a license for such implementation will be made available without compensation or under reasonable rates, with reasonable terms and conditions that are demonstrably free of any unfair discrimination. This assurance shall apply, at a minimum, from the date of the standard's approval to the date of the standard's withdrawal and is irrevocable during that period.
