FOREWORD In Turkey, in the last two decades, there have been made important steps for the normalization of life of disabled people (especially by politics for promoting social protection and professional inclusion), they continue to encounter significant barriers in their social inclusion. Professional inclusion is a prerequisite in achieving social inclusion for the disabled people, promoting equal opportunities and fully participation in the community life and thus their independence.

FOREWORD Mentally disabled children consists an important group of pupils who are offered special needs education. As it is an overall aim of education, the special needs education also aims to encourage them to live without dependence on other people, to make them self-reliant, and to integrate them into the society. It is vitally important for mentally disabled people to be self- reliant in order to fulfill the responsibilities of being a citizen in the society.

FOREWORD As mentally disabled pupils are not homogeneous, they may have different disabilities. These disabilities makes them dependent on others’ help and discourages them to adapt in the social and vocational life. Particularly, they may have severe difficulties to learn or achieve something on their own. Indeed, most of the disabled people have the capacity to live independent of permanent support. Sooner or later, they will need to fulfill their personal care, housework, to cook, to get married, to use house devices, shortly to go on their life independently. They may live in different places, such as apartments, houses, dormitories. Therefore, they must be ready for different situations in life. The overall aim of the special needs education should be to develop their skills for living without permanent dependence on others. This idea should be the prior principle of the treatment by school and family.

OUR MAIN OBJECTIVES 1 - To support the integration of disabled people into society in order to prevent risk of isolation 2-To verify the learning environment considering their mental disabilities and skills 3-To develop the cooperation between school and sector so that the pupils can be employed in appropriate places in terms of their skills and interest 4-To train parents on how to treat their mentally disabled children in order to ease the load on them 5-To inform the parents and pupils about the social rights of mentally disabled people and to prevent the discrimination 6-To encourage the pupils to take part in country economy and have the awareness of citizenship

OUR MAIN OBJECTIVES 7-To meet the necessities by comparing curricular contents and exchanging good practices of application and new approaches 8-To improve the pupils' skills of adaptation in school and working environment 9-To develop entrepreneurial competencies using the "virtual company" 10-To enhance classroom applications in order to support the competencies needed for the development of a future career 11-To improve pre-professional abilities of students for integration in vocational high- schools 12-To enhance vocational education of teachers working with children with special needs

RESULTS OF OUR PROJECT 1-respecting the rights and the dignity of people with disabilities based on the Universal Declaration of Human Rights; 2-preventing and combating discrimination; 3-equal opportunities for disabled people; 4-equal treatment – absence of any direct or indirect discrimination based on religion or belief, disability, age, sexual orientation, employment 5-community empowerment – community is responsible for promoting the rights of the disabled people and for creating, developing and diversification of the support services necessary to ensure a good quality of life;

RESULTS OF OUR PROJECT 6-“adapting” society to the needs of the disabled people by implementation of the appropriate measures so that the disabled person to assume the obligations of citizenship; 7-Integrated approach so that protection, integration and social inclusion of people with disabilities to be included in all national policies: social, educational, employment, free time, access to information 8- to awareness of families 9- To make them contribute to the country's economy.

OUR PARTNERSHIP AND OUR ROLE IN THE PROJECT *HURİN YAVUZALP WORK SCHOOL - to involve all the mentally disabled students in our area into special needs education - to enroll the girls who need special needs education and encourage their parents to send their daughters to our work school. *BALA PUBLICH EDUCATION CENTER - to train the mentally disabled children’s oarents on how to treat their sons or daughters properly -to point out what their social rights are in the society they live, and how to integrate them into the social and vocational life. - to contribute to the partnership with our experience in this area. *ANKARA ESNAF VE SANATKARLAR ODASI BAŞKANLIĞI (ANKESOB) -To establish a bridge between the sector and the school. -To promote the employment of these "SEN" students. -To strenghten the potencial of setting up students' own business place. -To gather datas to prepare the project report.

LAW ABOUT PEOPLE WHIT DISABILITY 1-State Theatres are free for people whit disabilitiy people 2-Turkısh Airlines has %40 discount for them. 3-The State Railways have %20 discount for them. 4-Manucipal provide that public transports are free for them years old people (they don’t have any income) can demand salary in district or governor. 6-Vocational Courses are opened by the Public Education Centers, Vocational Training Centres, Private Courses, Municipalities in our country. 7-Self-employment are made tax deduction.

LAW ABOUT PEOPLE WHIT DISABILITY 8-In our country, rehabilitation services, medical rehabilitation centers are given. 9-There are two dental clinic in Ankara and Istanbul. 10-In Social Security Instutitions are allowed to early retire. 11-“home school” for students who do not have the physical possibilities to go to the nearest school. 12-Criminal money are used for citizens with disabilities employment, vocational training and vocational rehabilitation. 13-There are 268 special education schools, 351 special education and rehabilitation institutionin Turkey. 14-There are Guidance and Research Centres in all Provinces. 15-In Schools are emphasized integrated education.

EMPOWERMENT OF PEOPLE WHIT DISABILITY The ministry of Labor and Family and Social Protection, the law of the state civil servants concern about the social protection, integration and inclusion of people with disabilities. Their aims; - training school for the disabled person - the assessment of the skills and, especially, of the social skills training - Implementation, diversification and financial support programs for career guidance of people with disabilities - Granting facilities to the employers in the professional inclusion process of people with disabilities is necessary - community empowerment –the support services necessary to ensure a good quality of life

EMPOWERMENT OF PEOPLE WHIT DISABILITY Law about Empoverment: - As law of the state civil servants : law which says that in every working place with more than 30 employees there has to be at least 3% with a disability.

EDUCATION OF PEOPLE WHIT DISABILITY The current movement in supporting school integration of children with disabilities based on a positive approach model and inclusion strategies is an important paradigm shift, with special implications in terms of eradication of social exclusion and strengthening the independence of the disabled person. In Turkey, there are several types of institutions dealing with training and career guidance of students and youth with disabilities according to their special needs :

EDUCATION OF PEOPLE WHIT DISABILITY Main Aim whit Education: - to develop educational activities of students wiht disabilty about their abilitiy and skills - to provide equal opportunities for disabled people in education system - to provide traning their parents for happy life -to creat employming as their vocatinal skills

HEALT OF PEOPLE WHIT DISABILITY Social care is separated from health care in Turkey. The Ministry of Health is responsible for regulating and implementing health policies. Psychiatric facilities are under this ministry, but not facilities for persons with intellectual disabilities. Hence, the Ministry of Health is responsible for the assistance provided in centers for persons with mental health problems but not for persons with intellectual disabilities. Disability levels are classified according to IQ levels in line with International Classification of Diseases (ICD-10) elaborated by the World Health Organisation (WHO).In Turkey are there four classification. -mild -modorate -severe -profound The term “severe” is however often used as including also persons with profound disabilities.

SUMMARY The main idea of this project is that the special needs vocational education should be supported by innovations, experience exchange, comparison of curricular content, parent education, integration into social and vocational life, and cooperation with sector. The overall aim of the special needs vocational education is to integrate them into social and vocational life according to their skills, interest and knowledge. The 4 points we address in this project is:

SUMMARY *Developing educational activities in terms of their skills. *Effective engagement of disabled pupils with social life in terms of their skills and knowledge, *The practice of employment according to their professional skills *Training parents on how to treat their children and live happily with them.

SUMMARY Each partners are going to write a module on parent education together, and organize a course for them, compare the curriculums and good practices. In addition to academic purposes, the project aims to involve disabled pupils in the project activities as active participants and to make them enjoy this European experience with dance performances, handmade postcard exchanges, two-day work experiences, and product exhibition. As a result, the pupils will broaden their vocational and social horizons.
