2 Progress Report for 2014 F rom , 59 enquiries / inspections were completed & finalized. During 2014, one hundred and five enquiries/inspections have been completed. 30 enquiries are under process

3 Feedback First Quarter: Out of 20 reports of CMIT, one case sent to NAB, 3 to ACE and 16 cases sent to administrative departments for disciplinary action. Second Quarter: Out of 29, 26 cases sent for departmental action while 3 cases to ACE. Third Quarter: Out of 24 reports, 9 cases sent for departmental action, 14 to CS Office, one to Governor Secretariate, 32 are under process.

During a presentation made by the Chairman, Chief Minister’s Inspection Team on 11 th December, 2013, the Honorable Chief Minister Balochistan was pleased to direct the CMIT to arrange inspection of different development schemes being under taken in the Province of Balochistan 5

As a follow up of the instructions, the CMIT has conducted inspections in all the six Divisions, (Quetta, Kalat, Sibi, Nasirabad, Zhob and Mekran). Details to follow: 6

Certain bottlenecks like, funds, technical flaws are required to be removed otherwise the scheme may result in failure. The case has been submitted to the CS Office on The CM has approved CMIT’s recommendations. The Report sent to the executing agency on 2 nd May 2014 for action. 3Construction of Sawar Kaur Storage Dam Pasni District Gawadar. Project Cost Rs. 795 million (2003) Mr. Saadat Anwar. The progress & quality of work has been found reasonably good with provision of the required funds. The case has been submitted to the CS Office on The desired funds have been released in time. The quality of work has been found good.

The work on the scheme is suspended due to law and order situation. The pace of work is very slow. There is a need to remobilize the contractor, if found feasible( funded by Omani grant). The case has been submitted to the CS Office on Construction of Simsori Dam Buleida District Kech. Project Cost Rs. 50 million (2012) Mr. Abdur Razzaque Baloch. The inspecting Officer could not reach the site due to t heavy rain. It is however recommended that the un-utilized funds against the Dam may be utilized for provision of protection bunds where they could be more useful. The case has been submitted to the CS Office on Construction of Minor Roads in Tehsil Winder Dureji KMS and 738 RFT Bridge. Project Cost Rs. 373 million (2004) Mr. Shahnawaz Ali, The Scheme is complete but requires maintenance work being more than five years old. Project Cost Rs. 37 million (2011) Mr. Shahnawaz Ali The possession of the land is yet to be taken. Issue needs to be taken up on the higher forum. The case has been submitted to the CS Office on and refered to Deptt: 10Construction of road from Bella to Lakhra- 48 Km. Project Cost Rs. 267 million (2003) Mr. Shahnawaz Ali. Some serious observations have been made by the inspecting Member. A detailed inquiry needs to be carried out. Advance payment for undone work is reportedly made while quality of work is also not satisfactory. The case has been submitted to the CS Office on The case has been referred to ACE. 9

The case has been submitted to the CS Office on and refered to Deptt: 12Evaluation of Kachhi Plain Water Supply Project Mr. Abdul Qayyum Kakar Additional water tanks may be constructed enroute to ensure maximum availability of water to the beneficiaries of Bhag Town. The existing supply pipe line from Sunni town to Hajji-Ja may be revived. There will be negligible expenditure of 6/7 Km pipe line’s revival for this purpose. ii). Further extension of the project through Phase-II may be studied thoroughly. The case has been submitted to the CS Office on Inquiry has been ordered to look into the matter. 10

The case has been submitted to the CS Office on A committee has been formed by the Department to look into the matter. 14Inspection of Development schemes (Roads) in District Dera Allah Yar Hairdin Road. Project cost Rs. 348 million (2010) Mr. Tahir Munir Minhas, The quality of work though satisfactory needs immediate attention by the personnel of the C&W Department. In order to finish the decade old ongoing scheme, it is desirable that remaining amount of money (approximately Rs. 143 million) may be released forthwith. The case has been submitted to the CS Office on and refered to Deptt: 11

Potential of the power generation may also be explored from the same enhanced release of water. The case has been submitted to the CS Office on The inspection report sent to the Agriculture Department for taking measures on the recommendations of the CMIT. 16 i) Construction of Masajids/Madaris and Educational Institutions in PB- 10 Tehsil Huramzai District Pishin (C&W Department). ii). Construction of Doori Sulaman Khail Nali Yasinzai Ghaza Band Ajram Road 60 KMs (BDA). iii).Construction of Black Top Road in Rod Mallazai area District Pishin. (BDA). Project Cost Rs. 60 million Mr. Abdur Razzaque Baloch i). None of the schemes has been carried out according to the approved specifications. ii). Extra amount for width of road and its shoulders has been paid which needs to be probed. iii). Same is the fate of Scheme at S. No. (iii). iv. 100 % progress shown by the department which is not correct. The case has been submitted to the CS Office on The matter has been referred to ACE for a thorough probe. 12

Project cost Rs. 227 million (2009) Mr. Abdul Qayyum Kakar certain discrepancies have been observed in the financial & physical progress. It is recommended that release of funds may be ensured to complete the schemes within current financial year. The case has been submitted to the CS Office on and referred to Deptt: 13

Project cost Rs. 235 million (2003) Mr. Hussain Ahmed Sherani The quality of work has been found as satisfactory. However, at certain places it requires some rectifiable work. The provision of electricity and space for courtyard for the mosque may be ensured. The case has been submitted to the CS Office on Construction of Black topped Road from Noorani cross to Shah Lahoot Noorani. Project cost Rs. 285 million (2003) Mr. Hussain Ahmed Sherani i). The length of the road has been reduced from 52.2 Km to 48.7 km with out seeking approval from the authority on the pretext of short funding. ii). The likelihood of flood damages has not been catered for which might result in complete washing away of the bridges. iii) The completion of the project may be ensured in later and spirit. The case has been submitted to the CS Office on The C &W Department has formed a committee to look into the matter. 14

The case has been submitted to the CS Office on The case has been referred to the ACE. 22Inquiry report - Sewerage System in Dera Murad Jamali, Dera Allah Yar and Usta Muhammad. Mr. Tahir Munir Minhas A pathetic picture on the state of affair pertaining to sewerage schemes of Usta Mohammad and Dera Allah Yar has emerged and requires immediate action/measures. Both the schemes are utter failure due to work done in piecemeal by inexperienced personnel of the executing departments BDA. The Consultant and Contractor also appeared to be raw handed and probably taken up the scheme as an adventure. Rs. 300 million’s scheme will now at approximately Rs 1 billion. A third party validation is recommended immediately without waiting for the out come of the disciplinary actions. The towns are giving filthiest look therefore, urgent action is desirable. Revised PC-1 for left over work may be prepared and implemented. The case has been submitted to the CS Office on The case has been referred to the ACE. 15

The Education Department did adopt a transparent laid down procedure for the recruitments but at the District level some fake and bogus appointment orders were issued and candidates were allowed to resume duties in some districts. The administrative department deviated from the policy prescribed in APT rules Officials of the district administration also failed to work prudently while verifying residential status of local and domicile certificates of the candidates. Re-verification of appointments orders may be made through an impartial committee. Policy may be prepared in align with APT rules issue of bogus appointments may be probed by Anti corruption. The case has been submitted to the CS Office on Case is now with ACE. 16
