Focus 1/7 Under the leadership of Vladimir Lenin, Russia became a communist state known as the Soviet Union. Lenin began to rebuild Russia under the ideals of communism. When War Communism proved to be not working, Lenin introduced his New Economic Policy. The New Economic Policy combined socialism with capitalism to help jumpstart the Soviet economy.
