38 th IEC Conference 2013 Copenhagen POLICING – A NEW SOCIAL PERSPECTIVE In the Name of Allah, The Most Beneficent, The Most Merciful It gives me immense pleasure to have been afforded the privilege to address this august house. I avail this opportunity to take you through a leaf of my post-retirement life, which has been dedicated to the much- needed support systems of health and education in my part of the world. Nearly forty years of my police service in Pakistan made me realize, among other things, the room for capacity building in the two of the most neglected sectors of our society. Luckily, this realization coincided with the Millennium Development Goals (MDGs), which indeed gave a compelling impetus to my thinking.
38 th IEC Conference 2013 Copenhagen With that objective in mind Mian Muhammad Bukhsh Trust has been established. This name was chosen in the revered memory of the Sufi poet and preacher of social reforms, whose subtle message of value of life transgresses boundaries of time, culture and religion, the Trust wishes to bring about the same social reform. It is my honour to present to you a brief resume of the activities and progress made so far. Mian Muhammad Bukhsh (MMBT) is an independent, non-governmental organization, engaged in providing basic health and educational facilities, with a focus on community development, in the rural areas of Pakistan. The gravity of the situation can be measured by the simple fact that 38 million, one in every four Pakistanis, lives under the poverty line and half of all adults, including two out of every three women cannot read or write.
38 th IEC Conference 2013 Copenhagen In line with the mission of MMBT, infrastructural projects for community development and addressing public health issues were undertaken on a self-help basis in The primary focus of MMBT has been to empower women, through quality education, by setting up schools in the close vicinity. Our first project initiated in 1996 was, therefore, a primary school for girls that was established in the rural area of Jhelum, by a donation of 54,500 Sq Ft of land and two classrooms, through community participation. This school has since, been upgraded to higher secondary education level where more than 500 girls are being educated to become a productive part of the society.
38 th IEC Conference 2013 Copenhagen As you already know, funds allocation for health care facilities in developing countries is a low government priority, "48 countries, including Pakistan, have mortality rates greater than 1 in 10 childbirths, compared to 1 in 143 in developed countries. In Pakistan, mortality rate of Children under 5 years of age is 99 per 1,000 live births and two million children die every year as a result of dirty water, or poor sanitation. More than 500,000 women die from complications of pregnancy and childbirth every year and 99% of maternal deaths from child births occur in the developing world. In developing countries only about half of deliveries are attended by professional health staff. Many pregnant women living in poverty simply do not have transportation to emergency medical facilities." (UNDP) Motivated and moved by abject health care facilities, MMBT decided to build a 120-bed, …..nonprofit hospital in the rural areas of the Jhelum Plains, named "Bukhsh Hospital".

Copenhagen We seek to follow the Millennium Development Goals introduced by UNDP, that are: to Reduce Child Mortality and Improve Maternal Health by establishing a unique Mother & Child Health Care center. Bukhsh Hospital will be serving over 150,000 poor and underprivileged of the rural population, with no health care facility in a radius of 10 kilometers.
38 th IEC Conference 2013 Copenhagen Since June 2010, the construction of the fully serviceable hospital is underway and the building structure of Phase-I, inclusive of five floors, of the project has been completed. The hospital is being constructed on self-help basis, covering an area of 73,270 square feet. On completion, this charitable General Hospital will provide comprehensive indoor facilities in Surgery; Medicine; Gynecology & Obstetrics; Pediatrics; Orthopedics; Ophthalmology and ENT. This hospital will have its own diagnostic and referral laboratories, radiology department, 24/7 emergency and ambulance services. An Outpatient facility - six days a week - is already operative since 4th May 2008, having provided free consultation and medicines to over 60,000 deserving patients. Each year, MMBT hosts a Free Medical Camp covering major medical disciplines, inviting over 2000 underprivileged men, women and children in need of care, from near and far, for free consultation, diagnostic facilities and medicines
38 th IEC Conference 2013 Copenhagen Distinguished delegates and guests, we at Mian Muhammad Bukhsh Trust are endeavoring to do our best in the pursuit of Millennium Developments Goals. It is worthy of call to invite the delegates, observers and visiting members of IPA, as well, as the host organization to join us in this noble cause. As the Japanese traditionally say, each one of us has two cycles of life; the first one is a structured phase where you are supposed to play an assigned role, where as in your second cycle, you exercise your own option to pay back what you owe to the society.
38 th IEC Conference 2013 Copenhagen What role you choose to play and how, that is entirely up to you. When the late Mr Arthur Troop conceived the idea of an International Police Association, he had in fact, endorsed the great idea of taking care of human interest at a global level. What I am trying to suggest, ladies and gentlemen, is that taking care of humanity, which is in a way policing at large, should cover health, education and community development within the extended parameters of Mr Troop's original vision.
