Kansas City Regional Multi- Hazard Mitigation Plan Presented by the Office of Emergency Management

Introduction 2015 Regional Multi- Hazard Mitigation Plan – Developed with Mid- America Regional Council (MARC), regional partners, and city departments/ divisions – Hazard Analysis to examine potential hazards that could impact the Kansas City area, – Collection of goals, strategies, and actions to reduce the impact of known disasters

Mitigation Mitigation is the steps taken to reduce (or eliminate) the effects of a disaster upon a community – Ex. Building levees, outdoor warning sirens, emergency generators, etc.

Background Per FEMA requirements, plan must be updated every 5 years – Last reviewed/adopted in 2010 – Planning efforts for the 2015 version began in October of 2014 – Plan is required to receive Federal mitigation grant dollars

Requirements Adherence to provisions of 44 CFR Local Mitigation Plans Incorporation of all hazards indicative to the area Provide the opportunity for public discussion – Kansas City participated in 3 public meetings Undergo a review by Missouri State and Federal Emergency Management Agencies – This plan has been approved by both organizations Formal adoption by Kansas City, Missouri City Council

Changes from the 2010 Plan Additional Hazards added by FEMA – Cyber Disruption – Levee Failures – Terrorism – Thunderstorms – Trans-Boundary Animal Diseases Another hazard was added by the school districts – Mass Public Shootings Two additional hazards were added by Kansas City – Food Contamination: introduced by the Health Department – Landslides: introduced by Public Works

Other Changes from the 2010 Plan Modifications to Hazard Analysis – Probability and Vulnerability are now averaged to create an overall risk score Increase in comprehensiveness of the Goals and Actions – Any potential future mitigation grant funds will be awarded based on goals and actions identified in this plan

Collaborating Kansas City Office of Emergency Management Mid-America Regional Council 5 Missouri counties (Cass, Clay, Jackson, Platte, and Ray) Kansas City departments and divisions: – Aviation Dept. – Office of Environmental Quality – City Planning and Development – Finance Dept. – Fire Dept. – General Services – Information Technology – Health Dept. – Neighborhood and Housing Services – Parks and Recreation – Police Department – Public Works – Water Services

In Conclusion The 2015 Multi-Hazard Mitigation Plan is more comprehensive and more collaborative than previous plans – Thank you to all the City Departments and Divisions for their assistance with this project SEMA and FEMA have approved the plan Kansas City will be eligible for potential mitigation grant dollars upon formal adoption by the City Council
