Overview of MRO Contract Introduction of SW817-P – Plumbing Supplies New Off-Contract Purchase Log Awarded Suppliers Presentation Question and Answer Period
One of the requirements of the off-contact purchase log was to identify areas of the contract which were not providing the best solution to the State. After review, it was apparent that the plumbing category needed to be improved. A re-write of the plumbing category was competitively bid, and four new suppliers have been awarded the plumbing category. The awarded suppliers are: Central Oklahoma Winnelson Fastenal Ferguson Enterprises Plumbmaster, Inc. Effective January 1, 2012, Grainger and MSC Direct will no longer hold the MRO award for plumbing supplies.
Let’s focus on the categories: Electrical: wire, cable, connectors, relays, switches, fans, motors, circuit breakers, fuses, enclosures, plugs, receptacles, timers, and transformers, and etc. Fasteners: Nuts, bolts, screws, nails, ties, washers, anchors, rivets, spacers, pins, extractors, etc. General Maintenance Supplies: Packaging materials, safety items, fire extinguishers, tape, adhesives, general industrial supplies HVAC : Motors, fans, ventilators, evaporation coolers/coils, condenser units, blowers, air cleaners, controls, thermostats, portable heaters, ductwork and fittings, gases, etc. Janitorial Supplies: Plungers, cleaning products, mops, brooms, trash can liners, soaps, etc. Paint and Supplies: Paint, brushes, scrapers, dry wall compounds, masks, drop cloths, stirrers, rollers, stripping compound, sealers, trays, rollers, etc. Plumbing: Faucets, pipe, clamps, seals, sink components, drains, shower/tub components, toilet seats and units, valves, repair parts, PVC pipe, copper tubing, etc.
Light switch, circuit breaker, stove, or a dishwasher? Appliance repair does at times contain electrical and plumbing components, but is not intended to be the only source for repair parts. Replacing a light switch or fuse is considered a repair in electrical supplies. A specialized component for a dishwasher or oven is not considered in a MRO category. Computer cabling is another example. We need to look at the project first, and determine if this is really maintenance or repair or general operations. Where we can utilize the MRO for some of these items, it is not considered mandatory for appliance repair.

The MRO contract has been “live” for two years. It was intended that the contract had plenty of growing room to accommodate the State’s differentiating needs.
The exemption form not only gives you an audit trail for purchasing items from other than an awarded supplier, but also documents areas which the contract needs to be reviewed further. To help emphasize this information, a new MRO Off- Contract Purchase Log has been created.
The new form has the capability of automatic checkboxes when you click them. New fields which have been added: Copy of receipt and quote for clarification, such as brand, part number, specifications, quality of product. Sole brand reason for purchase, along with a check box which shows if a sole brand justification was included. New Price Exemption Calculator has been added: Is the non contract supplier at least 5% less? Was contract supplier given the opportunity to meet or beat the alternative suppliers price in one business day? Does non-contract supplier agree to terms and conditions of the State contract?
A new multi-state contract has been issued for all tool purchases. Tools were not included in the original MRO solicitation. A separate education meeting will be scheduled at a later date.
