China Energy Label Center,  Energy efficiency standard for each product, its name is “the minimum allowable values of the energy efficiency and energy efficiency grade” 1.Outline of China EE Standard and labeling 1.1 what is EES in China

China Energy Label Center,  Management level: Standardization Administration of China (SAC)  Technical level: SAC/TC20: National Standardization Technical Committee 20 on Energy Fundamentals and Management of Standardization Administration of China. China Energy Label Center, 1.5 Development of EE labeling I. First group: Announced on November 29, 2004 and implemented on March 1, 2005, it involves household refrigerator and room air-conditioner; II. Second group: Announced on September 18, 2006 and implemented on March 1, 2007, it involves washing machine and self-contained air-conditioner; III. Third group: Announced on January 18, 2008 and implemented on June 1, 2008, it involves self-ballasted fluorescent lamps, high pressure sodium lamp, small and medium asynchronous motors, water chilling unit and gas water heater; IV. Fourth group: Announced on October 17, 2008 and implemented on March 1, 2009, it involves variable-speed room air-conditioner, multi-connected air-conditioner (heat pump) unit, electric storing water heater, household electromagnetism stove, computer monitor and photocopier. V. Fifth group: Announced on October 26, 2009 and implemented on March 1, 2010, it involves automatic electric rice cooker, AC electric fan, AC contactor and positive displacement compressor with Implementation Rules of Energy Efficiency Labeling for Household Refrigerator revised; VI. Sixth group: Announced on April 12, 2010 and implemented on June 1, 2010, it involves power transformer and ventilator with Implementation Rules of Energy Efficiency Labeling for Air- Conditioners revised; VII. Seventh group: Announced on October 15, 2010 and implemented on March 1, 2011, it involves flat panel TV and microwave oven. VIII. Eighth group: Announced on August 19, 2011 and implemented on January 1, 2012, it involves printer & fax machine and digital television adapters. 1.Outline of China EE Standard and labeling

China Energy Label Center, 1.6 State Subsidy Policy for Energy-saving Products based on EE standard and labeling 1.Outline of China EE Standard and labeling 1. Fiscal subsidy policy (ongoing in “12 th five-year plan”) Implement Energy-Saving Product Helping People Project, support the promotion of energy-efficient products by fiscal subsidy, play the role “to lever ton’s weight with ounce’s force”, effectively remove market barriers, promote industrial technology updating and reforming, and boost energy conservation and emission reduction. 2. Government procurement policy (ongoing in “ 12 th five-year plan”) Exert the role model of government sectors in energy conservation and implement compulsory government procurement to some widely-used products with prominent energy- saving effects to expand energy-saving products’ market. Release “Government Procurement List of Energy-Saving Products” and execute government procurement policies to nine categories of energy-saving products. 3. New policy in “ 12 th five-year plan for “leader of energy-efficiency equipment and appliance” is in studying.

China Energy Label Center, 2.Outline of compliance on EE labeling 2).Market surveillance from CELC 1.Baisc marketing surveillance in China is from AQSIQ and its branches in each city. They check with each local factories about their products’ label using, specially with MEPS. 2.From AQSIQ headquarter, they have responsibility to check with proper product about compliance with their label information by national supervision. 3.From CELC, we have annual marketing compliance research program. Purchasing unit from retailer store, sending to third party testing lab to do verification test, announcing the result and giving report to AQSIQ to deal with faults. Annual marketing surveillance from CELC (example of 2010)

Process: 1.Based on database of product registration; 2.Monitored by software automatically 3.Verification test (sample given by manufacturer) 4.Bulletin on website 5.Market surveillance  4459 manufacturers and models on 23 products were registered.
