Evidence-based policy Evidence vs data - for P,P, (design and implementation = accountability Three types: TYPE 1 = determine policy/ programmes and find the supporting evidence or produce it with the method of choice; ignore the contrary. Generated by evidence responsive systems. TYPE 2 = Take evidence from elsewhere and copy projects and programmes and buy them canned. If assumed sound, then the problem must be implementation. TYPE 3 = From evidence to policy and back. Design and implementation open to evidence/ accountability.// opportunity.

Opportunity The TYPE 3 Evidence-based approach is driven by: Level and complexity of the problem Increased demand for performance and accountability = much at stake. External pressures // organisation.

Organisation Importance of Caribbean specifics = evidence as bodies of knowledge. The challenges and some suggestions = filling the gaps (data, systems and capabilities)

Caribbean specifics as evidence Policies, programmes and specifics HRV and LCR = meanings? Alcohol and violence (contrary evidence/ gvb) Gang joining Family structure Hotspots for prevention Evaluation of practices = learning for results, accountability, giving value. A big gap.

Influences and rational policies – in context of HRV The People want everything: - Punishment -Prevention (next) -And quickly = accountability and information (absence of information = distrust and ineffectiveness)

A Social Justice Approach to Security (data source: HDR Invest more in education Invest more in programmes for young people Invest more in job creation Invest more in communities of urban poor Invest more in reducing poverty Support for social intervention

Challenges Building good data collection systems Analysis capabilities = for different types of analyses. Evaluation and assessments of different types. A big gap. Use: – at level of policy (written policies?) – State structures and use – Champions that demand evidence/ evaluations (TT, Bahamas, Jamaica)

Suggestions Selected with bias? Integrated data systems/ sets = security, justice; natural disasters (places and activities mapped) Support for the hospital injury surveillance systems (why important = early detection system) Observatories (capabilities and sustainability; locations, ) The gang surveillance system
