Tel: Igor Vučinić Head of the Department for groups at risk The adoption of all rulebooks shall specify the minimum standards for the provision of the services of the social and child protection, which will allow that service on the territory of Montenegro provide and develop in a balanced way.

The Institute,among other tasks: monitors the quality of professional work; engage in licensing, accrediting training programs and supervision of employees; develop a system of quality in social and child protection. The Government of Montenegro adopted the Decree on the Organization and Manner of Work of State Administration on The Director of the Institute has been appointed after the entry into force the mentioned Law.

Local plans for the promotion of social inclusion - the development of social welfare services 15 Montenegrin municipalities got support in the preparation of local plans for the promotion of social inclusion through the project Reform of the Social and Child Welfare IPA Local plans for the promotion of social inclusion - the development of social welfare services serve to all local actors that properly plan development and funding of the local social services for all identified vulnerable groups. Department is organized within the Directorate for social and child protection, which deals with the issues of development and funding of services at the local and state level, which will contribute to improving the protection of vulnerable categories of the population, especially children, the people with disabilities and the elderly. Within the reform large emphasis is placed on strengthening and expanding the network of day care centers for children with disabilities. There are included the opening of day care centers, equipping them with modern equipment and capacity building of staff to respond to the needs of the child in accordance with the best practice in the region. In addition, in the field of establishing child protection services should be noted: The process of drafting plans for the transformation of the institution Children's home "Mladost" in Bijela is ongoing, in accordance with Article 117 of the Law on Social and Child Protection. Number of children in this institution decreased by approximately 25% in the last 4 years, the objective of the plan is that this number continues to reduce gradually and instead of accommodation to children provide other services to support its independence and support life in the community and family.. The Law on Social and Child Protection provides that in the development and financing of social services and child protection funds provided from the state budget, municipal budget, donations, lottery and other sources, in accordance with the Law. It is foreseen that the mentioned funds are financing : services for social and child protection needed by the municipality and innovative services and social services and child protection particularly importance for the country. It also stipulates that the amount of funds for services, the criteria for their allocation in individual municipalities, criteria for participation of local government and the dynamics of the transfer of funds determined by the Ministry of Labour and Social Welfare. Internet portal was created for the exchange of experiences, knowledge and information between the providers of social services, customers and other interested parties in order to promote and raise awareness of the Reform of the Social and Child Welfare.
