Overview of Social Welfare Services Social welfare aims at providing a basic level of human and social rights, economic and social welfare to all members of society. social welfare should ensure a level of welfare sufficient to maintain a minimum quality of life for human development; facilitate access to social services; and secure psychosocial wellbeing of the people.

Roles and Responsibilities  Provide social welfare services to meet human needs and address the emerging social problems through the maximization of social opportunities  Design and review social welfare policies, laws, programs and services  Address social barriers that prevent people to access social welfare services and effective participation of vulnerable populations on all matters affecting their lives.  Engage development partners and other stakeholders to meet human needs

Roles and Responsibilities  Capacity building to social welfare workforce through training and coaching  Carryout operational research on provision of Social Welfare Services  Coordination of internal and external resources which are directed towards vulnerable population  Putting in place an efficient and effective governance system for the delivery of social welfare services  Ensuring equitable and gender sensitive social welfare services

Initiatives Development of guideline of children's homes Development of National Guideline for Improving Quality of Care, Support and protection for Most Vulnerable Children Development of National Guideline for Early Identification and Intervention of Children with Disabilities(2009) Development of National gudeiline for household economic strengthening

Key Challenges: Policy Framework Policy and legal changes to cope with the increasing complexity of the changing social problems. policy and legislative incoherencies still constrain access and efficiency and effectiveness in the provision of social welfare services.

Service delivery system and institutional capacity Institutional transformation and capacity to provide quality Social Welfare Services at the (LGAs) levels. This is mainly because of lack of full-fledged department of Social Welfare at that level.

Support SWSPTWG to fully perform its functions/duties as per its TOR Support finalization of Social welfare policy, Social Work Council and Older person Act Support National Advisory Council for Persons with Disabilities to perform its functions as per persons with disabilities Act Capacity building to newly employed SWO Strategies
